The content mentioned in Official Dispatch 6578/BKHĐT-KTDN in 2023 thoroughly grasps the direction of the Deputy Prime Minister on the management and use of aid in accordance with the provisions of Decree 80/2020/ND-CP issued by the Ministry of Planning and Investment of Vietnam.

The Ministry of Planning and Investment of Vietnam requests agencies to study the report on aid management and use in 2022 (a copy of the report is attached) and continue to thoroughly understand and perform the management and use of aid in accordance with the functions and tasks of their ministries and agencies and the responsibilities assigned in Decree 80/2020/ND-CP.

For governing bodies: It is recommended to review and evaluate the implementation of Decree 80/2020/ND-CP, identify difficulties and obstacles in the process of management, receipt, implementation, disbursement, financial management, payment, and settlement of aid, and propose amendments to relevant legal documents in order to remove difficulties, promote disbursement, and make effective use of aid (Appendix Outline of Report on Review and Evaluation of the Implementation of Decree 80/2020/ND-CP attached).

For agencies performing state management tasks mentioned in Chapter V of Decree 80/2020/ND-CP: It is proposed to add more content on the assessment of the performance of state management tasks in the period since Decree 80/2020/ND-CP was issued and took effect and the contents of proposed amendments to relevant regulations.

Requested documents and annexes to be sent to the Ministry of Planning and Investment before August 25, 2023, in writing and as a soft file (word/excel version) via the e-office system or via email address: nongthihonghanh@mpi.gov.vn to promptly summarize and report to the Prime Minister.

Outline of the report on review and evaluation of the implementation of Decree 80/2020/ND-CP on the management and use of non-refundable aid not under official development assistance of foreign agencies, organizations, and individuals for Vietnam

I. Assessment of aid management according to Decree 80/2020/ND-CP

1. Report on the direction and administration related to aid management (developing management regulations, promulgating administrative procedures under the handling competence, organizing the dissemination and guidance of regulations...).

2. Summarize the approved and implemented aid amounts under their management since the application of Decree 80/2020/ND-CP; the rate of increase/decrease compared to the previous application of Decree 93/2009.

3. Report on the implementation of aid (bidding, implementation of activities, financial management, estimation, disbursement, settlement of aid, etc.).

4. Assess the advantages, disadvantages, and effectiveness of the organization and management of international cooperation relations at the agency/locality.

III. Trouble, difficulty:

1. Difficulties, limitations and obstacles in the process of implementing Decree 80/2020/ND-CP of the Agency:

- Regarding procedures and documents in the following stages: (1) Approval; (2) Implementation (including bidding, costing, disbursement, payment, and settlement); (3) Report; (4) End of aid; (5) Monitoring and evaluation.

2. Practically studying and applying regulations of relevant agencies.

3. Subjective and objective reasons.

4. Lessons learned from aid management.

VI. Recommendations, suggestions:

Make specific recommendations and proposals to the Government and central agencies to improve the efficiency of aid management and use according to Decree 80/2020/ND-CP.

Some of the following may be considered:

- Proposal to amend/add specific contents to Decree 80/2020/ND-CP

- Additional regulations on decentralization of management.

- The need to issue penalties for administrative violations in related fields.

- The need to issue normative documents guiding the implementation of Decree 80/2020/ND-CP.

- The need to amend Decree 80/2020/ND-CP.
