Orientation to determine the new rural construction target in 2023-2025 in Vietnam

Notice 5485/TB-BNN-VPDP in 2023 on the conclusion of Minister Le Minh Hoan at the Conference on Preliminary Review of 3 years of implementation of the National Target Program on building new countryside for the period of 2021-2025 promulgated by the Ministry of Agriculture and Rural Development.

The orientation to implement the new rural construction target of 2023–2025 in Vietnam is mentioned.

In order to continue to successfully implement the approved new rural construction goals for the 2021–2025 period, ensuring substantive, in-depth, and sustainable development, contributing to promoting rural economic development, and improving the quality of the material and spiritual lives of rural people, it is necessary to focus on a number of key contents and tasks as follows:

(1) Thoroughly evaluate the results achieved in the three years of 2021–2023, focusing on analyzing and clarifying the advantages and disadvantages, the shortcomings, limitations, difficulties, and problems that need to be overcome, and the effect and impact of the Program on the socio-economic development of the locality and the whole country, thereby drawing lessons from experience.

(2) Thoroughly grasp and further raise the awareness, roles and responsibilities of the Party committees, authorities at all levels and the whole political system, especially the role of the leader in new rural construction; continue to pay attention to and further promote the propaganda on the contents, requirements and orientations in the organization and implementation of the Program; raise awareness, change thinking for officials and people about new rural construction and rural economic development, consider this a revolution in thinking in building agriculture, farmers and rural areas ; improving the quality of emulation movements to build new rural areas, the movement "The whole country joins forces to build new countryside" in the period of 2021 - 2025 launched by the Prime Minister in association with the Campaign "All people unite to build new rural areas and civilized cities"; Thoroughly grasp and accelerate the implementation of the Party's guidelines and guidelines on building a new countryside, the Strategy for sustainable agricultural and rural development for the period of 2021 - 2030, with a vision to 2050...

(3) Continue to research, review, and perfect the system of mechanisms and policies to support new rural construction in order to promptly remove difficulties and obstacles for the locality, ensuring that it is suitable to actual conditions.
to accelerate the progress and efficiency of the Program; adjust the New Rural Criteria at all levels according to the levels more suitable to the actual situation in the localities and the specificities of the regions.

(4) Continue to prioritize the concentration of state budget capital and mobilize maximum legal resources to support and invest in new rural construction, especially in areas with special difficulties, ethnic minorities, mountainous areas, coastal flatlands and islands, and poor districts. Continue to research and propose mechanisms and solutions to guide localities to effectively use capital to support the implementation of the remaining 2 NTPs and focus investment on completing the criteria and targets for new rural construction in extremely difficult areas.

(5) Direct the implementation of the Program's contents; 06 key thematic programs ensure quality, efficiency, and substance, especially the central guidance models, avoiding spread, waste, formality, and achievement.

(6) Strengthen the inspection, supervision, and evaluation of the implementation of the Program. To closely coordinate with the Vietnam Fatherland Front and political and social organizations at all levels in the work of supervision, social criticism, and consultation on people's satisfaction with the results of the Program implementation. Timely reward organizations and individuals that do well. At the same time, take preventive and timely measures to prevent negative and wasteful manifestations and strictly handle violations during the implementation of the Program.
