This content is mentioned in Decision 1886/QD-BYT on Health Information and Communication Plan 2023 issued by the Minister of Health on April 18, 2023.

Objectives of health communication in Vietnam 2023:

Develop an equitable, quality, efficient, and sustainable health system, focusing on effective control of the COVID-19 epidemic and newly arising diseases; strengthen grassroots health care, preventive medicine, improve treatment capacity at all levels; continue to perfect institutions and policies; and completely solve the shortage of human resources, drugs, equipment, supplies, and medical biological products.

Main targets

(1) The main targets are assigned in Resolution 68/2022/QH15 of the National Assembly on the Socio-Economic Development Plan 2023 and Resolution 01/NQ-CP dated January 6, 2023 of the Government:

- The proportion of the population participating in health insurance reached 93.2%;

- The number of doctors per 10,000 people reaches 12;

- The number of hospital beds per 10,000 people reaches 32.

(2) Specific targets of the health sector and fields assigned by the Government in Resolution 01/NQ-CP dated January 6, 2023

- Average life expectancy at birth is 73.8 years old;

- The sex ratio at birth reached 111.2 boys/100 girls;

- The mortality rate of children under 1 year old is under 13.1 cases per 1,000 live births;

- The mortality rate of children under 5 years old is under 19.5 cases per 1,000 live births;

- The rate of children under 5 years old with stunting (height/age) is under 18.6%;

- The percentage of the population with health management is over 80%;

- The number of university pharmacists per 10,000 people reached 3.06;

- The number of nurses per 10,000 people reached 13.0;

- The rate of people's satisfaction with health services reaches over 80%.

Main tasks and solutions of medical communication in Vietnam 2023

For example, the main tasks and solutions of health communication in state management, direction, and administration are as follows:

- Focus on building and completing the legal and institutional framework in a timely and complete manner with the Party's viewpoints and policies on health work. Continue to develop and complete law projects, projects, and documents in the Government's Work Program, the Ministry of Health in 2023.

- Coordinate with relevant ministries and agencies to research and propose specific mechanisms of the health sector; continue to remove institutional difficulties and obstacles in procurement, bidding, socialization, autonomy, and management of public non-business units in the health sector.

- Complete and implement the master plan for the network of medical facilities for the period of 2021–2030, with a vision to 2050. Consolidating and rearrangement of the organizational structure of the Ministry of Health and its units in the direction of streamlining, effectiveness, and efficiency.

Complete the project to establish the central disease control center and the project to implement the roadmap to transfer a number of central hospitals under the Ministry of Health to local management. Implement the policy of arranging a reasonable number of medical stations according to the population size, regardless of administrative boundaries, in provinces and cities with high population density and industrial parks, economic zones, and high-tech zones in accordance with the medical requirements according to Conclusion 25-KL/TW dated December 30, 2021 of the Politburo.

- Promote administrative reform, assignment, and decentralization, in parallel with resource allocation, capacity building of enforcement officers, and strengthening of inspection, examination, supervision, and strict handling of violations.

Continue to implement Decision 1661/QD-TTg dated October 4, 2021, of the Prime Minister of Vietnam approving the plan to reduce and simplify regulations related to business activities under the management of the Ministry of Health.

- Strengthen inter-sectoral coordination and the participation of stakeholders in state management of health.

Actively integrate and improve the efficiency of international cooperation. Improve the quality and efficiency of information and communication work so that the whole society can agree and participate in the protection, care, and improvement of people's health.
