Orientation of 02 National-Level Centralized Waste Treatment Zones in Vietnam

In Decision 611/QD-TTg dated 2024 on the National Environmental Protection Planning for the period 2021-2030, with a vision to 2050 issued by the Prime Minister of the Government of Vietnam, there is a directive to form centralized waste treatment zones on a national and regional level.

Orientation of 02 National-Level Centralized Waste Treatment Zones in Vietnam​

According to Appendix 1 on the orientation for establishing national and regional-level centralized waste treatment zones, it lists 02 national-level centralized waste treatment zones including:

(1) Dung Quat Integrated Waste Treatment Zone, located in Tinh Phong Commune, Son Tinh District, and Binh Thanh, Binh Hiep Communes, Binh Son District, Quang Ngai Province.

Minimum zone size: 82 hectares (by 2030) and 150 hectares (by 2050)

Minimum capacity (tons/day): according to each investment project.

Service targets:

+ Regular industrial solid waste;

+ Hazardous waste;

+ Household solid waste;

+ Sludge and other types of solid waste.

Proposed technology:

+ Prioritize recycling technology, combined waste treatment with energy recovery;

+ Advanced, modern technology, low greenhouse gas and pollutant emissions;

+ Waste recycling;

+ Incineration or incineration combined with energy recovery;

+ Treatment combined with energy recovery;

+ For food waste, prioritize technology for animal feed production, organic fertilizer production;

+ Hygienic landfill for household solid waste;

+ Landfilling, solidification, isolation, encapsulation for industrial waste;

+ Implement the best available technology.

(2) Green Environmental Technology Zone, Tan Thanh Commune, Thu Thua District, Long An Province;

Minimum zone size: 200 hectares (by 2030) and 500 hectares (by 2050)

Minimum capacity (tons/day): according to each investment project.

Service targets:

+ Regular industrial solid waste;

+ Hazardous waste;

+ Household solid waste;

+ Sludge and other types of solid waste.

Proposed technology:

+ Prioritize recycling technology, combined waste treatment with energy recovery;

+ Advanced, modern technology, low greenhouse gas and pollutant emissions;

+ Waste recycling;

+ Incineration or incineration combined with energy recovery;

+ Treatment combined with energy recovery;

+ For food waste, prioritize technology for animal feed production, organic fertilizer production;

+ Hygienic landfill for household solid waste;

+ Landfilling, solidification, isolation, encapsulation for industrial waste;

+ Implement the best available technology.

In addition, Decision 611/QD-TTg also requires the People's Committees of provinces and cities in Vietnam to review centralized waste treatment zones within their jurisdictions:

+ Centralized waste treatment zones to be upgraded and renovated: Centralized waste treatment zones that meet the criteria of national, regional, and provincial-level centralized waste treatment zones; in line with the approved plans before the National Environmental Protection Plan was approved, but do not meet one of the following requirements: (i) Lack of appropriate treatment technology; (ii) Failure to meet environmental protection requirements.

+ Centralized waste treatment zones with a roadmap to cease operations and carry out environmental restoration when they do not conform to the orientation regarding the scale, type, and scope of service of national, regional, and provincial-level centralized waste treatment zones and fall into one of the following cases: (i) Already closed and no longer able to receive waste; (ii) Not in line with the approved plans or the approved National Environmental Protection Plan; (iii) Failure to ensure environmental safety distance; (iv) Located in zones frequently flooded or at risk of flooding due to sea level rise.
