Orientation for the Development of the Khmer Language Program for Primary and Lower Secondary Education in Vietnam

Below is an important content stipulated in Circular 24/2014/TT-BGDDT Issuing the Khmer language program for primary and lower secondary levels in Vietnam, issued on July 25, 2014.

According to the regulations in the Khmer Language Program for Primary and Lower Secondary Education issued together with Circular 24/2014/TT-BGDDT, the development of the Khmer Language Program for primary and lower secondary education is oriented as follows:

- Ensuring compatibility with the objectives of preserving and promoting the cultural values of the Khmer people in Southern Vietnam within the diverse cultural environment in Vietnam, suitable for the educational objectives of primary and lower secondary levels.

- Ensuring that teaching Khmer language to Khmer ethnic students is akin to teaching a mother tongue to native speakers. The curriculum is based on the basic linguistic foundation of the students to build a system of knowledge and skills, and organize language communication activities. Through lessons, the Khmer Language subject creates a selective communication environment to equip students with linguistic knowledge and develop Khmer language usage skills.

- Ensuring that the curriculum content is developed and expanded based on main points and themes suitable for the perception, psychology, and living and learning conditions of Khmer ethnic students.

- Ensuring the objective of developing Khmer language usage skills for students according to the orientation: at the primary level, listening and speaking skills are prioritized for development through learning phonetics and interactive oral communication, while initial reading and writing skills are formed for students; at the lower secondary level, reading and writing skills are prioritized for development through textual communication activities. Ensuring that after completing this curriculum, students achieve a proficient level of Khmer communication.

- Ensuring integration of knowledge and skills in implementing the Khmer language subject curriculum. Integration at the horizontal level includes knowledge systems, cultural skills addressed by other cultural subjects at the same grade, especially Vietnamese language (primary level) and Literature (lower secondary level). Vertical integration involves knowledge topics and themes repeated and expanded through the years in a concentric manner to reinforce and enhance students' Khmer language usage skills.

- Ensuring the flexibility and adaptability of the curriculum to meet the teaching and learning needs and conditions of Khmer language across different localities in Vietnam.
