On December 20, 2008, the People's Council of Thanh Hoa Province issued Resolution 106/2008/NQ-HDND on the Master Plan for Socio-Economic Development of Thanh Hoa Province, Vietnam until 2020.

Resolution 106/2008/NQ-HDND stipulates the orientation for the development of territorial regions of Thanh Hoa province, Vietnam by 2020 as follows:
Plain Region:
- Promote the driving role of the region to boost growth and economic structure transformation of the province. Develop industries such as shipbuilding and repairing, …
- Strongly develop service sectors: trade, finance-banking, transportation, postal telecommunications...
- Develop agriculture towards goods production; form specialized cultivation areas for food crops, industrial crops, food plants, and concentrated livestock areas.
Sea and Coastal Region:
Develop the area into a dynamic economic zone, creating a driving force for economic growth of the province and the whole North Central region. Accelerate the construction of industrial zones and major industrial projects such as cement, thermal power, shipbuilding and repairing, especially petrochemical and post-petrochemical industries, agricultural, forest and aquatic product processing industries. Thoroughly exploit islands, coastal water areas, and ports, estuaries; Synchronously build and modernize the tourism infrastructure in Sam Son; invest in the construction of Hai Tien, Hai Hoa tourism areas, Nghi Son island... Develop agriculture towards building specialized areas for rice, sedge, peanuts, soybeans, vegetables, flowers, ornamental plants...
Midland and Mountainous Region:
Protect, nurture, and regenerate existing forests; invest in forest capital development, combine protective forest planting with production forest planting, creating a sustainable ecological region. Build specialized industrial crop areas with advantages such as rubber, sugarcane, pineapple, and concentrated livestock areas, especially high-quality beef cattle... Develop mining and mineral processing industries, construction materials production, hydro, agricultural and forest product processing... Invest in the construction of Ben En, Yen My lake, Cua Dat lake, Cam Luong fish stream tourism areas. Protect, rationally exploit national parks and nature reserves within the region to serve tourism development and scientific research.
