Decision 1007/QD-TTg of 2023 approving the Planning on the system of social facilities for nurturing and nursing people with meritorious services to the revolution in the 2021-2030 period, with a vision to 2050, issued by the Prime Minister.

The orientation for developing the structure of the system of social facilities nurturing people with meritorious services is as follows:

The system of social facilities nurturing and nursing people with meritorious services to the revolution until 2030, with a vision to 2050, includes: 70 public facilities with a scale of about 7,400 beds, specifically as follows:

- According to management decentralization, social establishments that nurture and care for people with meritorious contributions to the revolution are divided into:

+ Social establishments nurture and nurse people with meritorious services through networks managed by the Ministry of Labor, War Invalids, and Social Affairs.

+ Social facilities for nurturing and nursing people with meritorious contributions to the revolution are managed at the provincial level.

- According to the operating model, social facilities for nurturing and nursing people with meritorious services to the revolution are distributed according to 03 models:

+ Meritorious person nursing model.

+ Model of nurturing people with meritorious services.

+ Model of nurturing and nursing people with meritorious services.

- According to scale and service function, among the social establishments for nurturing and nursing people with meritorious services to the revolution, there are 10 regional establishments performing the function of providing nursing and nurturing services at regional scale.

Orientation for distribution by region and provincial administrative units in Vietnam

The system of social establishments nurturing and nursing people with meritorious services to the revolution until 2030, with a vision to 2050 with 70 establishments distributed according to socio-economic regions, is detailed in Appendix I with the following contents:

- The Northern Midlands and Mountains have 14 establishments in 13 localities, of which: 01 establishment is managed by the Ministry of Labor, War Invalids, and Social Affairs in Bac Giang province; 13 locally managed facilities, including: provinces of Tuyen Quang, Cao Bang, Lang Son, Thai Nguyen, Bac Giang, Lao Cai, Yen Bai, Phu Tho, Bac Kan, Son La, Dien Bien, Lai Chau, and Hoa Binh (of which 01 regional facility is located in Thai Nguyen province).

- The Red River Delta region has 20 establishments in 11 localities, of which: 03 establishments are managed by the Ministry of Labor, War Invalids, and Social Affairs, including 01 establishment in Bac Ninh province and 02 establishments in Ha Nam province; 17 facilities are managed by localities, including: Hanoi City has 06 facilities; Thai Binh and Ninh Binh provinces each have 02 facilities; the provinces of Hai Duong, Quang Ninh, Vinh Phuc, Ha Nam, Nam Dinh, Hung Yen, and Hai Phong city each have 01 facility (of which 02 regional facilities are located in Ha Nam province, 01 facility; Quang Ninh 01 facility).

- The North Central and Central Coast regions have 18 establishments in 14 localities, including: 02 facilities are managed by the Ministry of Labor, War Invalids and Social Affairs, including 01 facility in Thanh Hoa province and 01 facility in Da Nang city; 16 locally managed facilities, including: Thanh Hoa and Nghe An provinces each have 02 facilities, Da Nang city has 01 facility; The provinces of Ha Tinh, Quang Binh, Quang Tri, Thua Thien Hue, Quang Nam, Quang Ngai, Binh Dinh, Phu Yen, Khanh Hoa, Ninh Thuan, Binh Thuan each province has 01 facility (of which 03 regional facilities are located in Da Nang city, 01 facility, Thanh Hoa province 01 facility and Khanh Hoa province 01 facility).

- The Central Highlands region has 03 facilities in 03 localities, of which: 01 facility is managed by the Ministry of Labor, War Invalids, and Social Affairs in Lam Dong province; 02 locally managed facilities, including: Kon Tum and Dak Lak provinces (including 01 regional facility located in Lam Dong province).

- The Southeast region has 05 establishments in 03 localities, of which: 02 establishments are managed by the Ministry of Labor, War Invalids, and Social Affairs in Ho Chi Minh City and Ba Ria-Vung Tau province; and 03 locally managed facilities, including: Tay Ninh, Ba Ria-Vung Tau, and Ho Chi Minh City provinces (of which 02 regional facilities are located in Ba Ria-Vung Tau province).

- The Mekong Delta region has 10 locally managed establishments, specifically: by 2025, there will be 07 establishments in the provinces: Ben Tre, Vinh Long, Kien Giang, Dong Thap, An Giang, Bac Lieu, and Long An; By 2030, develop 03 more facilities in provinces, including: Ca Mau, Soc Trang, and Can Tho city. In the Mekong Delta, there is 01 regional facility located in Kien Giang province.

To develop human resources in the system of social facilities that nurture and care for people with meritorious contributions to the revolution in Vietnam

- In terms of quantity: by 2025, the system of social facilities nurturing and nursing people with meritorious services to the revolution will have about 2,300 officials and employees, and by 2030, it is expected to have about 2,500 employees.

- Regarding quality: the staff in social establishments that nurture and care for people with meritorious services to the revolution receive basic training and experience in health care activities. By 2025, at least 30% will be trained at the university level or higher, and 55% will be trained in the fields of medicine, pharmacy, and social work. By 2030, at least 60% of staff will be trained at the university level or higher, and at least 55% will be trained in the fields of medicine, pharmacy, and social work.
