Organizing the Collection of Community Feedback

Circular 01 stipulates the organization of collecting contributions from the community as follows:

- The draft commune-level investment plan is reported by the Commune Management Board to the Commune People's Committee, then publicly announced at the headquarters of the Commune People's Committee; sent to Village Planning Teams to organize meetings with households, organizations, and social unions in the village to discuss and collect feedback.- Contributions from organizations and individuals are consolidated by the Village Planning Team and sent to the Commune Management Board.- The draft commune-level investment plan, after incorporating the feedback from organizations and individuals, is brought up for discussion at the Commune-level Planning Meeting for further revision and reporting to the Commune People's Committee.

In addition, Circular 01 also stipulates the collection of feedback from higher authorities and the consolidation of the commune-level investment plan as follows:

- The Commune People's Committee reviews the draft commune-level investment plan and submits it to the Commune People's Council for feedback.- Based on the feedback from the Commune People's Council (or the Standing Committee of the Commune People's Council), the Commune People's Committee directs the completion of the Draft commune-level investment plan and sends it to the District People's Committee for feedback.- Based on the feedback from the District People's Committee, the Commune People's Committee completes the commune-level investment plan, submits it to the Commune People's Council for approval, and then sends it to the District People's Committee to be incorporated into the district's public investment plan as per legal regulations.
