Organizing Emulation Movements: Which Content to Follow?

Recently, the Ministry of Information and Communications issued Circular 09/2018/TT-BTTTT guiding the emulation and commendation work in the Information and Communications sector.

According to Circular 09, the content of organizing the emulation movement is stipulated as follows:

- Clearly define the purpose, requirements, goals, scope, and subjects of emulation, set specific criteria and content for the emulation;- The emulation movement should have a theme and name that is easy to remember, easy to propagate, and easy to implement; closely follow political tasks, key, and urgent tasks to set forth practical and appropriate emulation content and methods, in line with the conditions and participation capabilities of agencies, organizations, units, and individuals;- The form of organizing and launching the emulation must be appropriate, diversifying the forms of launching the emulation; prevent any display of ostentation and formality in the emulation;- Based on the content and targets of the emulation movement, establish evaluation criteria suitable to reality and as a basis for emulation evaluation and commendation in the interim and final summaries;- Implement measures to organize, mobilize, track, urge, guide, and inspect the implementation of the emulation movement. Organize point directives to draw and disseminate good experiences among emulation participants;- Organize interim and final summaries, evaluate the results of the emulation movement; select and reward outstanding individuals and collectives in the emulation movement;- Enhance the role and responsibility of agencies, units, and organizations in recognizing new factors and advanced examples for publicity, commendation, and widespread replication. Increase the dissemination of initiatives, experiences, and effective methods for everyone to learn from. Recognizing advanced examples is a key task in organizing emulation movements.
