1. Which organization is the Vietnam Register?

The Vietnam Register is an organization directly under the Ministry of Transport, performing the function of state management of registration of vehicles and transport equipment; organizing and carrying out the registration of technical safety quality of vehicles, transportation equipment, and vehicles and equipment for exploration, exploitation, and transportation of oil and gas at sea according to the provisions of law.

The Vietnam Register has legal status, has an administrative seal and a professional seal, and is allowed to open an account at a bank headquartered in Hanoi.

According to Article 3 of Decision 862/QD-BGTVT in 2013, the organizational structure of the Vietnam Register is specified as follows:

+ Motor Vehicle Quality Department;

+ Motor Vehicle Inspection Department;

+ Railway Department;

+ Legal Department - ISO;

+ Department of Science, Technology, and Environment;

+ Planning and Investment Department;

+ International Cooperation Department;

+ Personnel Organization Department;

+ Finance - Accounting Department;

+ Office.

- Sub-Departments, Branches, Registration Centers in some provinces and centrally run cities.

- Other affiliated organizations:

+ Register Magazine;

+ Training Center;

+Informatics Center;

+ Quality and Safety Management System Certification Center (VRQC);

+ Motor Vehicle Testing Center (VMTC);

+ Road Vehicle Emissions Testing Center (NETC).

3. Duties and powers of the Vietnam Register in registration work

Duties and powers of the Vietnam Register in organizing the implementation of quality registration, technical safety, and environmental protection for vehicles, transportation equipment, and other vehicles and equipment (except for vehicles and equipment serving national defense and security purposes and fishing vessels), including:

- Appraise designs for production, repair, and conversion of vehicles and transportation equipment; and vehicles and equipment for exploration, exploitation, and transportation of oil and gas at sea;

- Check and recognize the type and scope of operations according to the allowable safety level of vehicles, transportation equipment, and vehicles and equipment for exploration, exploitation, and transportation of oil and gas at sea;

- Inspect and issue certificates of technical safety and environmental protection quality in manufacturing, assembling, repairing, converting, importing, and exploiting vehicles and transportation equipment;

- Inspect, evaluate, and issue certificates of technical safety and environmental protection for ships, vehicles, and equipment for exploration, exploitation, and transportation of oil and gas at sea according to the provisions of law and international treaties related to maritime safety that Vietnam has signed or acceded to;

- Evaluate and issue certificates for safety management systems, security systems, and security plans for Vietnamese ships according to the provisions of the International Safety Management Code and the Code of Security for Ships and Seaports;

- Inspect and issue technical safety certificates to foreign ships according to international practices or orders of competent Vietnamese state agencies;

- Inspect and issue technical safety certificates for specialized loading and unloading equipment, construction equipment, containers, boilers, pressure vessels, and other specialized vehicles and equipment used in transportation;

- Evaluate and issue certificates of quality management and environmental protection systems at the request of organizations and businesses according to the provisions of law;

- Inspect the technical status of vehicles, transportation equipment, and vehicles and equipment for exploration, exploitation, and transportation of oil and gas at sea at the request of State agencies or vehicle and equipment owners;

- Consider authorizing foreign classification organizations to inspect and issue safety certificates for ships, vehicles, and equipment for exploration, exploitation, and transportation of oil and gas at sea at the request of vehicle and equipment owners;

- Guide and inspect domestic and foreign registration organizations to carry out the registration of vehicles and transportation equipment;

- Organize the collection of fees and registration fees according to the provisions of the law.
