Regarding this issue, LawNet answers as follows:

On October 25, 2023, the Prime Minister issued Decision 1242/QD-TTg to consolidate the Steering Committee for innovation and development of collective and cooperative economies established under Decision 352/QD-TTg in 2017.

Organizational structure of the Steering Committee for Innovation and Development of Collective and Cooperative Economy in Vietnam (latest)

The organizational structure of the Steering Committee for innovation and collective economic development and cooperatives from October 25, 2023, will include the following members:

(1) Head of the Steering Committee: Deputy Prime Minister.

(2) Deputy Heads:

- Minister of Planning and Investment: Standing Deputy Head.

- Minister of Agriculture and Rural Development.

- Chairman of Vietnam Cooperative Alliance.

(3) Steering Committee members:

- Deputy Minister of Planning and Investment.

- Deputy Minister of Agriculture and Rural Development.

- Deputy Minister of Finance.

- Deputy Minister of Transport.

- Deputy Minister of Industry and Trade.

- Deputy Minister of Construction.

- Deputy Minister of Natural Resources and Environment.

- Deputy Minister of Science and Technology.

- Deputy Minister of Labor, War Invalids and Social Affairs.

- Deputy Minister of Culture, Sports and Tourism.

- Deputy Minister of Information and Communications.

- Deputy Minister of Education and Training.

- Deputy Chairman of the Ethnic Committee.

- Deputy Head of the Government Office.

- Deputy Governor of the State Bank of Vietnam.

- Deputy General Director of Vietnam Social Insurance.

- Deputy Head of the Central Economic Commission.

- Leader of the National Assembly's Economic Committee.

- Vice Chairman of the Central Committee of the Vietnam Fatherland Front.

- Vice Chairman of the Central Vietnam Farmers' Union.

- Vice President of the Central Vietnam Women's Union.

- Vice Chairman of Vietnam Cooperative Alliance.

- Chief of Office of the National Steering Committee for Collective Economy.

(4) Pursuant to the provisions in (2), (3), ministries, branches, and central agencies that have members of the Steering Committee send documents to nominate leadership representatives to join the Steering Committee to the Ministry of Planning and Investment to synthesize and submit to the Prime Minister for decision.

Functions, tasks, and powers of the Steering Committee for innovation and development of collective and cooperative economies

The Steering Committee for Innovation and Development of Collective and Cooperative Economics has the following functions, tasks, and powers:

- National Steering Committee on Collective Economy (hereinafter referred to as the Steering Committee) is an interdisciplinary coordination organization with the function of helping the Prime Minister research, direct, and coordinate important interdisciplinary tasks on collective and cooperative economic development.

- Research and propose to the Prime Minister directions and solutions to solve important, interdisciplinary issues on collective and cooperative economic development.

- Help the Prime Minister direct, regulate, and coordinate activities between ministries, branches, central agencies, and localities in solving important, interdisciplinary issues on collective and cooperative economic development.

- Help the Prime Minister guide and urge ministries, branches, central agencies, and localities to build, perfect, and guide mechanisms and policies related to management, administration, and implementation; Preliminary review, summary, and rewards for implementing collective and cooperative economic development

Working regime of the Steering Committee for Innovation and Development of Collective and Cooperative Economy in Vietnam

According to Article 4 of Decision 1242/QD-TTg in 2023, the working regime of the Steering Committee for innovation and development of collective and cooperative economy is regulated as follows:

- The Steering Committee works according to a regime that emphasizes the personal responsibility of the leader. Steering Committee members work on a part-time basis. In case there is a change in leadership representatives participating in the Steering Committee, relevant ministries, branches, and agencies will send a written report to the Standing Committee of the Steering Committee to supplement and adjust members of the Steering Committee.

- The Head of the Steering Committee uses the seal of the Prime Minister; Deputy Heads and members of the Steering Committee use the seal of their ministries, branches, and agencies in the direction and implementation of tasks within the scope of their assigned responsibilities.

- The Ministry of Planning and Investment is the standing agency of the Steering Committee, responsible for consolidating the Office of Innovation and Development of Collective and Cooperative Economy into the Office of the National Steering Committee on Collective Economy to assist the Steering Committee; On the basis of using the apparatus of the Department of Cooperative Economics and part-time civil servants of relevant ministries and agencies; ensure no increase in organizational structure or increase in civil servant payroll.

Decision 1242/QD-TTg takes effect from the date of signing and replaces Decision 352/QD-TTg in 2017.
