According to Circular 03/2020/TT-BVHTTDL, the Film Production Project Selection Council that utilizes state budget funds is established by the Investor to perform an advisory function to the Investor in selecting film production projects as per the provisions in Clause 1, Article 13 of Decree 54/2010/ND-CP dated May 21, 2010, of the Government of Vietnam, detailing the implementation of certain provisions of the Cinema Law 62/2006/QH11 and the Law amending and supplementing certain provisions of the Cinema Law 31/2009/QH12.

Organizational Structure and Composition of the Council:

Firstly, organizational structure: The Council consists of 05 or more members, including the Chairman, Vice-Chairman, and other members.

Secondly, composition of the Council:

- The Council includes: Representatives of the Investor (including: Project Selection Organization, Project Management Organization), financial institutions, film production experts.

- In the case where the representative of the Investor also acts as a film production expert, there is no need for an additional separate film production expert.

- Depending on the specific film production project, its scale, and type, the Project Selection Organization, after consulting with the Chairman of the Council or the head of the Investor organization, may invite additional experts who are not directly related to the Film Production Establishment with the project under consideration, or financial institutions to participate in the Council in an ad-hoc manner.

Term of the Council and Expert Group supporting the Council:

- In case of annual regular state budget-funded film production, the term of operation of the Council and the Expert Group supporting the Council is 02 years.

- In case of ad-hoc state budget-funded film production, the establishment of the Council is done on a per-project basis and will dissolve automatically after completing the task.
