On March 2, 2025, the Government of Vietnam promulgated Decree 55/2025/ND-CP stipulating the functions, tasks, powers, and organizational structure of the Ministry of Science and Technology.

Organizational structure of the Ministry of Science and Technology of Vietnam from March 1, 2025

The new organizational structure of the Ministry of Science and Technology from March 1, 2025 includes:

(1) Department of Postal Services.

(2) Department of Technology Assessment and Appraisal.

(3) Department of Engineering Science and Technology.

(4) Department of Social, Humanities, and Natural Sciences.

(5) Department of Digital Economy and Society.

(6) Department of Planning and Finance.

(7) Department of International Cooperation.

(8) Department of Legal Affairs.

(9) Department of Personnel Organization.

(10) Ministerial Office.

(11) Ministerial Inspectorate.

(12) Department of Radiation and Nuclear Safety.

(13) Central Postal Department.

(14) Department of Information Technology Industry.

(15) Department of National Digital Transformation.

(16) Department of Innovation.

(17) Department of Startups and Technology Enterprises.

(18) Department of Intellectual Property.

(19) Department of Radio Frequencies.

(20) Department of Information and Statistics.

(21) Telecommunications Department.

(22) National Standard and Measurement Quality Committee.

(23) Information Technology Center.

(24) Academy of Science and Technology Strategy.

(25) VnExpress Newspaper.

Units stipulated from (1) to (22) are administrative organizations assisting the Minister in exercising state management functions; the organizations stipulated from (23) to (25) are public service providers serving the ministry's state management function. The National Standard and Measurement Quality Committee is authorized to use the national emblem seal.

The Minister of Science and Technology is to submit to the Prime Minister of the Government of Vietnam a decision defining the functions, tasks, powers, and organizational structure of the Academy of Science and Technology Strategy and the list of other public service providers under the ministry.

The Minister of Science and Technology defines the functions, tasks, powers, and organizational structure of the subordinate units of the ministry according to their authority.

Transitional provisions of Decree 55

- The Academy of Science, Technology, and Innovation, the Vietnam Journal of Science and Technology (stipulated in Decree 28/2023/ND-CP dated June 2, 2023 by the Government of Vietnam governing the functions, tasks, powers, and organizational structure of the Ministry of Science and Technology), the Institute of Information and Communication Strategy, the School of Information and Communication Management Training, the Journal of Information and Communication (stipulated in Decree 48/2022/ND-CP dated July 26, 2022 by the Government of Vietnam governing the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications) shall continue to operate until the Prime Minister of the Government of Vietnam issues a decision defining the functions, tasks, powers, and organizational structure of the Academy of Science and Technology Strategy. The implementation period shall not exceed 3 months from the effective date of this Decree.

- The Department of Information Security (stipulated in Decree 48/2022/ND-CP dated July 26, 2022 by the Government of Vietnam governing the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications) shall continue to operate to handle financial, state budget, public asset issues, programs, projects, personnel, and other outstanding issues, if any, for a period not exceeding 3 months from the effective date of this Decree.

- VietNamNet Newspaper (stipulated in Decree 48/2022/ND-CP dated July 26, 2022 by the Government of Vietnam governing the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications) shall continue to operate until the competent authority approves the transfer of VietNamNet Newspaper to be under the Ministry of Ethnic and Religious Affairs. The Minister of Science and Technology is responsible for reporting to the competent authority for consideration and approval in March 2025.
