This is one of the prominent contents in Circular 12/2010/TT-BVHTTDL stipulating the model on organization, operation, and criteria of the Commune-level Cultural - Sports Center issued by the Ministry of Culture, Sports and Tourism of Vietnam.

Article 3 of Circular 12/2010/TT-BVHTTDL stipulates the organizational structure of the Commune-level Cultural - Sports Center as follows:
- The Commune-level Cultural - Sports Center is established by the district-level People’s Committee based on the consolidation of existing facilities such as: Cultural House, stadium, sports training hall, cultural club, sports club, or broadcasting station, community learning center in the commune;
- The Commune-level Cultural - Sports Center is under the leadership of the Communal People’s Committee, directly guided in professional activities by the District-level Cultural and Sports Center, and under the state management of the District-level Division of Culture and Information;
- Organization and staff:
- Director: A commune official responsible for socio-cultural affairs, accountable to the Chairman of the Communal People’s Committee for all activities of the Commune-level Cultural - Sports Center. The Director must possess at least an Intermediate degree in socio-cultural or sports disciplines.
- Deputy Director: Appointed by the Chairman of the Communal People’s Committee at the request of the Director of the Commune-level Cultural - Sports Center.
- Unofficial staff, specialized personnel, and trained personnel in fields such as: public arts, sports instructors, propaganda editors, illustrators, library, museum; technicians (sound, lighting, broadcasting); methodologists, club operations, team operations, etc.
- Collaborators include heads of local sectors, associations, and voluntary, enthusiastic individuals capable of organizing cultural and sports activities.
