On April 2, 2024, the Ministry of Transport issued Decision 371/QD-BGTVT amending Article 3 of Decision 651/QD-BGTVT dated May 29, 2023, of the Minister of Transport, which regulates the functions, tasks, powers, and organizational structure of the Civil Aviation Authority of Vietnam.

What is the Civil Aviation Authority of Vietnam?

The Civil Aviation Authority of Vietnam is an organization under the Ministry of Transport, responsible for advising and assisting the Minister of Transport (hereinafter referred to as the Minister) in managing civil aviation nationwide; directly implementing the tasks and powers of the aviation authority as prescribed by law and international treaties of which the Socialist Republic of Vietnam is a member.

The Civil Aviation Authority of Vietnam has legal personality, a national emblem seal; has its own account at the State Treasury, and its headquarters in Hanoi.

The international trading name: "Civil Aviation Authority of Vietnam".

1. Planning and Investment Department.

2. Finance Department.

3. Personnel Organization Department.

4. Airport Management Department.

5. Flight Safety Standards Department.

6. Flight Operations Management Department.

7. Air Transport Department.

8. Aviation Security Department.

9. Science, Technology, and Environment Department.

10. Legal Affairs and International Cooperation Department.

11. Office.

12. Civil Aviation Authority of Vietnam Inspectorate.

13. Northern Airports Authority.

14. Central Airports Authority.

15. Southern Airports Authority.

16. Aviation Medical Center.

The organizations specified in Clauses 1 to 11 are organizations that assist the Director-General in performing the functions of state management; the organization specified in Clause 12 is an agency of the Authority, responsible for conducting specialized inspections within the scope of state management delegated to the Authority, performing the tasks of receiving citizens, settling complaints, denunciations, and preventing and combating corruption and negative acts as prescribed by law; the organizations specified in iClauses 13 to 15 are equivalent administrative organizations; the organization specified in Clause 16 is a public service unit under the Authority.

The Minister decides to establish, reorganize, and dissolve the organizations specified above in accordance with the law; regulate the functions, tasks, powers, and organizational structure of the Airports Authority and public service units under the Authority at the proposal of the Director-General of the Civil Aviation Authority of Vietnam.

The Director-General of the Civil Aviation Authority of Vietnam regulates the functions, tasks, and powers of the remaining organizations under the Authority.

Leaders of the Civil Aviation Authority of Vietnam

- The Civil Aviation Authority of Vietnam has a Director-General and Deputy Director-Generals.

The number of Deputy Director-Generals is determined according to the law and the Ministry of Transport's regulations.

The Director-General of the Civil Aviation Authority of Vietnam is appointed, dismissed, transferred, and reassigned by the Minister in accordance with the law.

The Deputy Director-Generals of the Civil Aviation Authority of Vietnam are appointed, dismissed, transferred, and reassigned by the Minister upon the proposal of the Director-General of the Civil Aviation Authority of Vietnam.

- The Director-General of the Civil Aviation Authority of Vietnam is responsible to the Minister and the law for the entire activities of the Authority. The Deputy Director-Generals of the Civil Aviation Authority of Vietnam are responsible to the Director-General and the law for the assigned areas of work.

- The Director-General of the Civil Aviation Authority of Vietnam appoints, dismisses the leadership and management positions under the Authority in accordance with the law and the delegation of the Minister.
