1. Organizational structure of Department of Science, Technology, and Environment of Vietnam

- Leaders of the Department have the Director and Deputy Directors appointed and dismissed by the Minister of Agriculture and Rural Development in accordance with the following regulations:

+ The Director of the Department manages the Department's activities and is answerable to the Minister and to the law for the Department's activities; directs the development, approval, and implementation of the Department's working regulations; arranges civil servants in accordance with assigned tasks and the approved job placement scheme;

+ The Deputy Director assists the Director in monitoring and directing a number of aspects of work as assigned by the Director and is responsible to the Director and the law for the assigned tasks.

- Civil servants perform professional and professional tasks assigned by the Director of the General Department and take responsibility before the Director and the law for the performance of assigned tasks.

2. Tasks and powers of Department of Science, Technology, and Environment in Vietnam

- Taking the lead in advising and submitting to the Minister: mechanisms, policies, and legal documents; strategy, planning, plan, program, scheme, and projects on scientific and technological activities, environmental protection, climate change, biodiversity, agricultural extension, information technology, and digital transformation as assigned by the Minister.

Guiding, inspecting, and organizing the implementation of mechanisms, policies, and legal documents; strategy, planning, plan, program, scheme, and project; propagating and disseminating about the fields as assigned by the Ministry.

- Regarding standards, technical regulations, and economic and technical norms:

+ Assuming the prime responsibility for elaborating and submitting to the Minister for approval the plan on formulation of national standards and technical regulations. Synthesize, guide and check the implementation.

+ Appraising and submit to the Minister for approval to report to the agency competent to announce national standards, approve national technical regulations, and economic-technical norms within the scope of the Ministry's state management.

- Regarding scientific and technological activities:

+ Taking the lead in guiding and receiving proposals for scientific and technological tasks and products under the Ministry's management;

+ Presiding over the building of order lists, selection, direct delivery, appraisal of content, and funding; submitting to the Ministry for approval scientific and technological activities and tasks of basic research and applied research in the fields of cultivation, plant protection, animal husbandry, veterinary medicine, fisheries, salt industry, irrigation, dikes, natural disaster prevention, forestry, agricultural environment, disaster prevention, response, and remediation, and rural development;

+ Assuming the prime responsibility for formulating and submitting to the Ministry for assignment planning, monitoring, guidance, examination, evaluation, and acceptance of scientific and technological tasks in accordance with law and as assigned by the Minister;

+ Assuming the prime responsibility for advising, synthesizing, guiding, and managing national science and technology programs and other science and technology programs under the Ministry's state management as assigned by the Minister;

+ Developing plans and submitting them to the Ministry for assignment, monitoring, evaluation, and acceptance of the task of strengthening science and technology capacity for science and technology organizations under the Ministry;

+ Presiding over, monitoring, and synthesizing reports on the performance of scientific and technological tasks as prescribed.

- Regarding environmental protection, climate change, and biodiversity:

+ Leading and guiding the formulation of plans to perform state management tasks on environmental protection, climate change, biodiversity, and biosafety under the Ministry's management;

+ Taking the lead in guiding, inspecting, and synthesizing reports on activities on environmental protection, climate change, biodiversity, and biosecurity; international treaties, international agreements on environmental protection, climate change, biodiversity, and biosecurity as assigned by the Ministry and regulations of law;

+ Taking the lead in guiding, synthesizing proposals, and submitting them to the Ministry for planning, inspection, assessment, and acceptance of tasks of environmental protection, climate change, biodiversity, and biosecurity; 

+ Presiding over the development, guidance, and synthesis of the results of the implementation of the environmental monitoring program in service of agricultural management, including monitoring programs for water, soil, and sediment for irrigation, fishing and aquaculture, agriculture, forestry, and salt production as prescribed by law.

- Regarding agricultural extension activities:

+ Presiding over advising and assisting the Minister in state management of agricultural extension activities according to regulations;

+ Submitting to the Minister mechanisms, policies, strategies, and legal documents on agricultural extension;

+ Assuming the prime responsibility for, and coordinating with agencies and organizations in, elaborating and submitting to the Minister for approval of agricultural extension programs and schemes for the whole sector;

+ Advising and submitting to the Minister policies on socialization of agricultural extension activities and policies on cooperation with domestic and foreign organizations and individuals to attract capital and resources for agricultural extension activities;

+ Guiding, inspecting, and supervising the implementation of regulations on agricultural extension activities as assigned by the Ministry;

+ Synthesize and evaluate the agricultural extension activities of the whole industry according to regulations.

- Regarding information technology, digital transformation:

+ Assuming the prime responsibility for advising and assisting the Minister in state management of information technology development and application, remote sensing, and digital transformation within the scope of the Ministry's management and in accordance with law;

+ Presiding over the appraisal and submission to the Minister of programs, schemes, plans, projects, and tasks of digital transformation, development and application of information technology, and remote sensing;

+ Guiding and inspecting the implementation of activities of development and application of information technology, remote sensing, and digital transformation in accordance with the law.

- Presiding over advising and assisting the Minister in the state management of intellectual property in the agricultural sector.

Taking the lead in guiding and synthesizing activities on intellectual property, technical advances in agriculture, and rural development in accordance with law.

- Taking the lead in guiding and synthesizing conformity assessment activities within the scope of the Ministry's management.

- Presiding over advising, synthesizing, guiding, and managing activities on agricultural development with high technology application and innovation activities in agriculture according to the provisions of law under the state management of the Ministry.

- Presiding over advising and assisting the Minister in state management of the development of circular agriculture and ecological agriculture; advising and submitting to the Minister mechanisms and policies to develop circular agriculture and ecological agriculture in accordance with law.

- Coordinating with specialized management agencies of the Ministry to assess the quality of construction works and check the quality of products, works, and investment projects as assigned by the Minister; participating in the assessment and handling of specialized technical and technological problems.

- Assuming the prime responsibility for synthesizing, guiding, and managing the work of information, publication, database, and documents in the assigned fields; exchanging specimens and scientific and technological documents with foreign countries in accordance with law.

- Standing Committee of the Science and Technology Council; Standing on other scientific and technological projects and programs as assigned by the Minister.

- Developing and submitting to the Ministry a scheme on employment positions, payrolls, and rank structure of civil servants; managing civil servants, records, assets, and other resources assigned according to regulations. Implement administrative reform contents according to the programs and plans of the Ministry and as assigned by the Minister.

- Participating in and inspecting the implementation of the Law on thrift practice and waste prevention in agencies and units under the Ministry.

- Performing other tasks assigned by the Minister.

Decision 1788/QD-BNN-TCCB takes effect from May 8, 2023.
