1. Organizational structure of Department of Fisheries of Vietnam

The organizational structure of the Department of Fisheries of Vietnam includes:

- Head of Department:

+ The Fisheries Department has a Director and Deputy Directors appointed and dismissed by the Minister of Agriculture and Rural Development as prescribed;

+ The Director of the Department manages the activities of the Department, is responsible before the Minister and before the law for the operation of the Department. The Deputy Director assists the Director in monitoring and directing a number of tasks as assigned by the Director; taking responsibility before the Director and before the law for the assigned tasks;

+ The Director of the Department is responsible for: submitting to the Minister regulations on the functions, tasks, powers, and organizational structure of the Department; defining the functions, tasks, and powers of advisory organizations under the Department; prescribing the functions, tasks, powers, and organizational structure of organizations with legal status under the Department after obtaining written approval from the Ministry; and appointing and dismissing leadership positions of organizations under the Department according to the decentralization of the Minister and the provisions of law.

- Advisory organizations:

+ Office of the Department;

+ Department of Planning and Finance;

+ Legal Department, Inspector;

+ Department of Science, Technology, and International Cooperation;

+ Department of Aquaculture;

+ Room for Breeding and Aquatic Feed;

+ Division of Fisheries Exploitation;

+ Fishing vessel management department and fishery logistics service facility.

- Business units-public:

+ Fisheries Information Center;

+ Center for Registration of Fishing Vessels;

+ Center for Testing and Accreditation of Aquaculture.

2. Position and function of the Department of Fisheries in Vietnam

- Department of Fisheries is an organization under the Ministry of Agriculture and Rural Development on the basis of the arrangement and consolidation of the Directorate of Fisheries into the Department of Fisheries and the Department of Fisheries Control.

The Department of Fisheries performs the function of advising and assisting the Minister of Agriculture and Rural Development in state management and organization of law enforcement on aquatic breeds, aquatic feeds, and products for environmental treatment of aquaculture and aquaculture; fisheries; registry of fishing vessels, management of fishing vessels, fishery official ships, fishing ports, storm shelters for fishing vessels; organize the production of aquatic products in association with aquatic product processing and trade, environmental protection and biodiversity in aquatic ecosystems under the scope of state management of the Ministry according to the decentralization and authorization of the Minister.

- The Department of Fisheries has its own legal status, its own account and seal, and its own operating budget as prescribed by law.

- The head office of the Department of Fisheries is located in Hanoi City.

Decision 1786/QD-BNN-TCCB takes effect from May 19, 2023.
