Commune police are a part-time armed force, belonging to the organizational system of the People's Public Security, serving as the core in the movement of the entire population to protect the national security, maintaining order and social safety in the commune area.
According to the provisions of Article 10 of the Soc commune police Ordinance 2008, the Soc commune police consist of the following positions: Chief of Soc commune police, Deputy Chief of Soc commune police, and Soc commune police officers. Accordingly:
- Soc commune police officers are assigned in hamlets, neighborhoods, villages, hamlets, settlements, buons, phums, socs, and are assigned to perform duties at the headquarters or workplace of the Soc commune police.
- The Government of Vietnam prescribes the framework quantity of Deputy Chiefs of Soc commune police and Soc commune police officers.
Based on the prescribed framework quantity by the Government of Vietnam and the actual situation of the locality, the People's Committee of provinces and centrally-run cities shall submit to the People's Council of the same level for a decision on the specific number of Deputy Chiefs of Soc commune police and Soc commune police officers for each commune.
- The Head of district, district-level town, city under the province police, after discussion and consensus with the Chairman of the commune People's Committee, proposes to the Chairman of the district-level People's Committee the appointment, dismissal, transfer, and removal of the Chief of Soc commune police; the appointment, dismissal, and removal of the Deputy Chief of Soc commune police.
The Chairman of the commune People's Committee, upon the proposal of the Chief of Soc commune police, decides on the recognition and dismissal of Soc commune police officers.
- In case of necessity, for the requirements of security, order, and social safety protection, the Director of the provincial-level police, after discussion and consensus with the Chairman of the district-level People's Committee, decides on the transfer of officers and non-commissioned officers of the People's Police to assume the positions of Soc commune police.
- Soc commune police have their own seal.
