On November 8, 2022, the Minister of Education and Training issued Circular 15/2022/TT-BGDDT stipulating the teaching of high school cultural knowledge in vocational education institutions.
Article 9 of Circular 15/2022/TT-BGDDT stipulates the organization of teaching the mass of high school cultural knowledge in institutions of vocational education as follows:
- The teaching of subjects is organized by classes for each subject; each class has no more than 45 learners.
- Each subject is taught in three semesters.
The head of the vocational education institution decides on the division of terms and develops a teaching plan to ensure the full implementation of the knowledge volume, the requirements to be achieved, and the teaching duration of the subject.
- Teaching activities take a number of main forms: learning theory, doing exercises, practicing, experimenting, learning projects, experiences, collective activities, clubs, community service activities, etc.
- Implement active teaching methods in order to promote the initiative and positivity of learners; focus on training learners in self-study and self-study methods according to teaching and learning requirements, developing quality and capacity.
The exam for the end of high school culture subjects in vocational education institutions is specified in Article 11 of Circular 15/2022/TT-BGDDT as follows:
- Students with an average score of 5.0 or higher who were absent from school for no more than 20% of the teaching time of the subject may take the final exam for that subject.
The subject average score (abbreviated as DTBmh) is the average of the regular assessment score and the periodical assessment score as prescribed in Clause 6 and Article 10 of Circular 15/2022/TT-BGDDT.
Final exam format:
+ The exam is administered on paper or on a computer in the form of an objective test, an essay, or a combination of the two.
+ Increased the test time from 60 to 120 minutes.
- Exam questions must be reliable, have answers, have grading criteria and a detailed grading scale, and meet the subject requirements as specified in Appendix I of Circular 15/2022/TT-BGDDT.
- The process of making exam questions, organizing exams, making beats, and marking exams is developed and organized by vocational education institutions, ensuring scientific, objective, transparent, and correct assessment of learners' learning results.
- Holding one official exam and one re-test each year; the time of the re-test is determined by the head of the training institution and must be at least 21 days after the official exam.
- Students who have not taken the final exam due to force majeure or who take the final exam but fail to get 5 (five) points or more may retake that subject.
- The final exam scores are recorded in the notebook for monitoring and evaluating students according to the class specified in Article 13 of Circular 15/2022/TT-BGDDT.
Pursuant to Article 12 of Circular 15/2022/TT-BGDDT, students who have scores at the end of the course in all subjects in accordance with the training industry or profession with 5 (five) points or more will be granted a certificate of satisfaction of the required amount of high school cultural knowledge according to that industry or profession.
A certificate of satisfaction of the requirements for high school cultural knowledge, issued by the head of the vocational education institution organizing the teaching.
The form of the certificate is specified in Appendix II of Circular 15/2022/TT-BGDDT.
