Order, Procedures, and Content of Official Evaluation

Official assessment to clarify political qualities, ethics, competence, professional qualifications, professional skills, and the results of task performance. The assessment results serve as a basis for the arrangement, utilization, appointment, training, fostering, commendation, discipline, and implementation of policies for officials.

Law on Officials 2008 stipulates the content, order, and procedures for evaluating officials as follows:

  1. Content of official evaluation

Officials are evaluated based on the following contents:

- Compliance with the policies, guidelines, and policies of the Communist Party and the laws of the State;- Political qualities, ethics, lifestyle, working style, and working methods;- Competence, professional qualifications, and skills;- Progress and results in performing tasks;- Sense of responsibility and coordination in task performance;- Attitude in serving the people.

In addition to the above contents, officials in leadership and management positions are also evaluated based on the following:

- Operational results of the agency, organization, or unit under their leadership or management;- Leadership and management capability;- Ability to unite and gather officials.

The evaluation of officials is conducted annually, before appointment, planning, transfer, training, or upon the conclusion of secondment.

  1. Order and procedures for evaluating officials

For the head and deputy head of an agency, organization, or unit, and for officials in public service providers:

- The official prepares a self-assessment report on their work results according to the assigned tasks as per Section I, Form No. 02 of Decree 56/2015/ND-CP;- The official presents the self-assessment report on work results at a meeting of the agency, organization, or unit for attendees to contribute opinions. These opinions are recorded in the minutes and approved at the meeting;- The party committee of the same level where the official works shall give written opinions on the official under evaluation;- The head of the immediate superior agency, organization, or unit shall consider the opinions at Points b and c, Clause 1, Article 17 of Decree 56/2015/ND-CP, and decide on the evaluation and classification of the head;- The head of the agency, organization, or unit at Point d, Clause 1, Article 17 of Decree 56/2015/ND-CP, shall notify the evaluation and classification results to the official according to the provisions at Point a, Clause 1, Article 7 of Decree 56/2015/ND-CP.

For officials not holding leadership or management positions:

- The official prepares a self-assessment report on work results according to the assigned tasks as per Section I, Form No. 02 of Decree 56/2015/ND-CP;- The official presents the self-assessment report on work results at a meeting of the agency, organization, or unit for attendees to contribute opinions. These opinions are recorded in the minutes and approved at the meeting;- The head of the agency, organization, or unit shall consider the opinions at Point b, Clause 2, Article 17 of Decree 56/2015/ND-CP, and decide on the evaluation and classification of the official; notify the evaluation and classification results to the official according to the provisions at Point a, Clause 1, Article 7 of Decree 56/2015/ND-CP.
