Order of termination and suspension of participation in the national bidding network system of Vietnam (Internet image)

On November 3, 2022, the Ministry of Planning and Investment of Vietnam issued Decision 1794/QD-BKHDT on publicizing the list of revised and supplemented administrative procedures in the field of bidding under the management of the Ministry of Planning and Investment of Vietnam.

1. Conditions for termination and resumption of participation in the national bidding network system of Vietnam

Conditions for termination, suspension, and resumption of participation in the National Procurement Network are specified in detail in the Instructions for Suspension, Termination, and Recovery of Accounts on the National Procurement Network (https://muasamcong.mpi.gov.vn/web/guest/user-manual):

- Agencies and units that have been granted permission to participate;

- If it is a termination request, the status of the account must be active;

- If it is a suspension request, the status of the role to be suspended must be active;

- If it is a rollback request, the status of the role you want to restore must be suspended.

2. Detailed description of sending requests for termination, suspension, and resumption of operation in Vietnam

A detailed description of the operation of submitting a request for termination, suspension, and resumption of operations is detailed in the Instructions for suspending, terminating, and restoring accounts on the National Procurement Network:

* Step 1:

- Sign in

- Select Business Subsystem > User Management

- Select Participation Status from the left-hand menu bar.

- Click Create Request.

* Step 2:

- Enter the required information. Depending on the type of request, enter different information.

- Click the Save button.

* Step 3:

Sign the request form with a public digital certificate:

- Connect the digital certificate token to a computer application that supports digital signing.

- Click Signature;

- Enter your password.

The request form after a successful digital signature is attached to the system; select Continue to move to Step 4.

If the user does not have a digital certificate, the request form can be downloaded and signed directly. Select Continue to go to Step 4.

* Step 4:

- Attach documents to the system:

+ Request form: digitally or directly signed by the legal representative, stamped with the unit's red round stamp;

+ Other records: You can choose to attach multiple records at the same time.

- Choose Send.The system sends an email to the recipient confirming the successful submission of the request.

3. Procedures for termination or suspension of participation in the national bidding network system of Vietnam

Procedures for terminating or suspending participation in the national bidding network system according to Appendix II issued together with Decision 1794/QD-BKHDT dated November 3, 2022:

* Implementation order: If an organization participating in the system requests that all or some of the roles of the account participating in the system be suspended, the User Guide will be followed.

* Implementation method: Contractors and investors submit a request to terminate or suspend participation in the system through the system.

* Profile composition:

- The contractor's or investor's written request to terminate or suspend participation in the system (scan attached to the system);

- Documents relating to the content of the system's termination or suspension of participation (scan attached to the system, if any).

* Number of records: 1 set.

* Time limit for settlement: two working days from the date of receiving the written request.

* Implementing agencies: National Online Procurement Center, Procurement Administration Department, Ministry of Planning and Investment.

* Subjects carrying out administrative procedures: contractors and investors whose names are in the database of approved lists of contractors and investors on the system.

* Administrative procedure outcomes: Contractors and investors have the right to terminate or suspend participation in the System.

* Fees: No.

* Name of application form or declaration form (attached): no.

More details can be found in Decision 1794/QD-BKHDT, which takes effect from the signing date, replacing Decision 1290/QD-BKHDT dated 12/7/2022.
