The Government of Vietnam promulgates Decree 06/2023/ND-CP dated February 21, 2023 regulating the quality assessment of input of civil servants.

1. Form, content, and time of inspection of civil servant entrance qualification in Vietnam

According to Article 5 of Decree 06/2023/ND-CP, the form, content, and time of inspection are as follows:

- Test method: computer-based multiple-choice test.

- Content of testing: assessment of thinking ability, ability to apply knowledge in practice; candidates' general and basic understanding of the political system, the organizational apparatus of the Party, the Vietnam Fatherland Front, socio-political organizations, and state agencies; Government administrative management; rights and obligations of civil servants, public service ethics; and knowledge of society, culture, and history.

- Time and number of test questions:

+ Checking the quality of the entrance exam for candidates for the job position requiring a university degree or higher: 120 minutes, the number of questions is 100.

+ Check the quality of the entrance exam for candidates for the job position requiring intermediate or college level: 100 minutes, 80 questions.

2. Council for Accreditation of Civil Servant entrance qualification in Vietnam

According to Article 8 of Decree 06/2023/ND-CP, the members of the council for the quality assessment of civil servants are as follows:

- The Minister of Home Affairs decides to establish an Accreditation Council to organize the quality accreditation of civil servants (hereinafter referred to as the Accreditation Council). The Accreditation Council has 07 or 09 members, including:

The Chairman of the Council is the leader of the Ministry of Home Affairs.

+ The Vice Chairman of the Council is the leading representative of the inspection department of the Ministry of Home Affairs.

+ Member and Secretary of the Council, representing the Ministry of Home Affairs' advisory department on inspection work.

+ Other members are decided by the Minister of the Interior.

- The Accreditation Council works on the principle of collective action and makes decisions by majority; in cases where the number of opinions is equal, the decision shall be made according to the opinion of the Chairman of the Council. The Civil Service Input Quality Accreditation Council has the following duties and powers:

+ Setting up supporting departments: Examination Board of Examination Registration Form, Examination Board, and Secretariat.

+ Organizing the collection of expenses for the organization of the inspection and use the costs of the organization of the inspection according to regulations.

+ Checking the registration form to attend the inspection, organize the inspection according to the rules and regulations.

+ Reporting to the head of the agency competent to accredit the input quality of civil servants to decide on the recognition of the accreditation results.

+ Settlement of complaints and denunciations during the inspection process.

+ The Accreditation Council dissolves itself after completing its tasks.

- Not arranging people with whom the registrant shares a grandfather, grandmother, father, mother, brother, sister, younger brother, or spouse; a spouse, natural or adopted child of the person applying for inspection;

- Persons who are within the disciplinary time limit or are executing disciplinary decisions as members of the Accreditation Council or members of the assisting sections of the Accreditation Council.

3. Order of organization for accreditation of civil servant entrance qualification in Vietnam

According to Article 9 of Decree 06/2023/ND-CP stipulating the order of organization for quality accreditation of civil servants, specifically:

- The Accreditation Council announces the list and summons candidates who are eligible and qualified to participate in the civil service assessment on the website of the Ministry of Home Affairs and the information page on the entrance examination of civil servants. No later than 15 days from the date of notice of summoning candidates, the Accreditation Council shall organize the accreditation.

- The testing is organized using a computer. The test results are notified to candidates immediately after the end of the testing period, and no re-examination of the test results is performed.

- Within 05 working days from the end of the inspection period, the Accreditation Council shall report to the head of the agency competent to accredit the input quality of civil servants to approve the inspection results; The inspection results are publicly posted on the website of the Ministry of Home Affairs and the information page on the quality of entrance examination of civil servants.

Decree 06/2023/ND-CP takes effect from April 10, 2023.
