Circular 02/2017/TT-BCT was issued by the Ministry of Industry and Trade on February 10, 2017, detailing the procedures for formulating, appraising, and approving electricity transmission prices.
The setting, appraisal, and approval of electricity transmission prices are regulated by Circular 02 according to the following sequence:
- The National Power Transmission Corporation is responsible for setting the electricity transmission prices for year N, submitting them to Vietnam Electricity Group for approval, and sending a copy of the report to the Electricity Regulatory Authority for acknowledgment.- Before November 15 every year (year N-1), Vietnam Electricity Group is responsible for submitting the proposal to the Electricity Regulatory Authority for appraisal and subsequent submission to the Minister of Industry and Trade for approval of electricity transmission prices for year N.- The Electricity Regulatory Authority is responsible for appraising the electricity transmission price dossier and may use consultants for appraisal if necessary. In case the electricity transmission price dossier is not compliant with the regulations in Article 8 of this Circular, Vietnam Electricity Group is responsible for completing and supplementing it within 05 working days from the date of receiving the request from the Electricity Regulatory Authority.- Before December 5 every year (year N-1), the Electricity Regulatory Authority is responsible for submitting the appraisal report on electricity transmission prices for year N to the Minister of Industry and Trade.- Before December 15 every year (year N-1), the Minister of Industry and Trade approves the electricity transmission prices for year N.
