Order of Construction, Announcement of Load Orders, Speed Orders

Circular 27 stipulates the procedure for national railways and urban railways that share tracks with national railways as follows:

- Based on the permissible technical status, the operational capacity of the railway infrastructure, and the load capacity of railway vehicles, railway infrastructure business enterprises shall draft the load capacity order and speed order on national railways;- Enterprises assigned to manage urban railway lines that share tracks with national railways shall lead and cooperate with relevant units to draft the load capacity order and speed order;- At least 30 days before the expected announcement date, the presiding enterprise drafting the load capacity order and speed order shall send it to the Vietnam Railway Authority for feedback;- No later than 10 days from the date of receipt of the draft load capacity order and speed order as prescribed in this Circular, the Vietnam Railway Authority shall provide written feedback to the presiding enterprise drafting the load capacity order and speed order;- The presiding enterprise drafting the load capacity order and speed order shall be responsible for researching, incorporating feedback, finalizing the load capacity order and speed order, and announcing them in accordance with the Railway Law;- Within 5 days from the announcement date, the load capacity order and speed order must be sent to the Vietnam Railway Authority, the provincial People’s Committee where urban railways share tracks with national railways, railway transport business enterprises, and other related railway business enterprises for implementation;- The load capacity order and speed order must be publicly announced on the enterprise’s electronic information page and shall be effective 5 days from the announcement date.

Note that for dedicated railways, the owner of the dedicated railway shall independently draft and announce the load capacity order and speed order on the railway line they have invested in.
