Order of Approval for the List of Medical Examination and Treatment Techniques

This is a notable content stipulated in Circular 46/2016/TT-BQP issued by the Ministry of National Defense on April 01, 2016.

The procedures for approving the list of medical examination and treatment techniques are specified in Circular 46 as follows:

- The medical examination and treatment facility directly submits 01 complete dossier as prescribed to the Department of Military Medicine (for dossiers requesting approval of the list of techniques of medical examination and treatment facilities of levels 1 and 2) or the subordinate military medical agency under the Ministry of National Defense (for dossiers requesting approval of the list of techniques of medical examination and treatment facilities of levels 3 and 4);

- Within 05 working days from the date of receipt of the dossier, the dossier-receiving agency must review and determine whether the dossier is valid or not.

- In case the dossier is not valid, the dossier-receiving agency must provide a written notice for the medical examination and treatment facility to complete the dossier. The written notice must specifically state the required additional documents and the contents that need to be amended and supplemented. The medical examination and treatment facility is responsible for supplementing and amending the dossier according to the contents of the written notice and sending the supplemented dossier to the dossier-receiving agency.

- In case the medical examination and treatment facility has supplemented the dossier but it does not meet the requirements, it must continue to complete the dossier until it meets the requirements. For dossiers requesting approval of the list of techniques of medical examination and treatment facilities of levels 3 and 4, after the dossier is determined to be valid, the subordinate military medical agency under the Ministry of National Defense shall send a document along with the dossier to the Department of Military Medicine under the Ministry of National Defense.

- Within 20 working days from the date of receipt of a complete and valid dossier, the competent agency under the Department of Military Medicine must organize an appraisal and submit it to the Director of the Department of Military Medicine to issue a decision approving the List of Techniques for the medical examination and treatment facility.

- The appraisal is conducted based on the dossier; in cases beyond the professional capability of the medical examination and treatment facility, the Director of the Department of Military Medicine shall decide to establish a Professional Council to appraise a part or the entire list of techniques at the medical examination and treatment facility.
