Order and Procedures for Issuance of Cards and Technical Stamps for Fishery Vessel Inspectors

According to Article 9 of Circular 23/2018/TT-BNNPTNT regulating the procedure for the issuance of the technical seal and card for fishery vessel registration officers, the following steps are required:

1. The application includes:

- A request form for issuing the technical seal and card for fishery vessel registration officer according to Form No. 03.DKV Appendix II issued with Circular 23/2018/TT-BNNPTNT;- A copy of the training certificate for fishery vessel registration officer Class I, II, or III;- Two color photos (3 x 4 cm).

2. Procedure:

- Individuals submit 01 set of documents directly at the Directorate of Fisheries or send via postal services or through online platforms (national single window portal, online public services, electronic software, email, fax) if available;- If submitting in person: The Directorate of Fisheries checks the components of the dossier and provides an immediate response when the individual submits the application;- If submitted via postal services or online platforms: Within 02 working days, the Directorate of Fisheries examines the completeness of the documents. If incomplete, the Directorate will notify the individual in writing to supplement;- Within 15 days from the date of receiving the complete documents as required, the Director-General of the Directorate of Fisheries will decide to issue the technical seal and card for fishery vessel registration officer according to Form No. 04.DKV Appendix II issued with this Circular; If not granted, the Directorate will respond in writing and specify the reasons;- The Directorate of Fisheries returns the results directly at the place of application or sends via postal services.

3. Authority for issuance:

The Directorate of Fisheries issues the technical seal and card for fishery vessel registration officers. The registration officer’s card is valid for 36 months from the date of issue. The card can be reissued if it expires or is lost or damaged.
