On September 12, 2024, the Central Council for Emulation and Commendation issued Decision 23/QD-HDTDKT approving the attached Operation plan of the Central Emulation and Commendation Council from now till the end of 2025 in Vietnam.

The Plan specifies several key contents to be focused on as follows:

(1) Leading and directing the implementation of policies, laws on emulation and commendation; issuance of directive documents; organizing activities of the Central Council for Emulation and Commendation as per the set plan.

(2) Directing the completion of the 10-year review scheme for the implementation of Directive 34-CT/TW dated April 07, 2014, from the Politburo "on continuing to innovate emulation and commendation work"; advising the Politburo to issue a Directive on strengthening the leadership of the Communist Party towards emulation and commendation work in the new situation.

- Implementation Directive: Chairman of the Council.- Lead by: Permanent Vice-Chairman of the Council.- Coordinated by: Council Members.- Implementation Time: Submit to the Politburo in November 2024.

(3) Organizing the “Meeting historical witnesses, people who have contributed to the country” on the occasion of the 80th anniversary of the successful August Revolution (August 19, 1945 - August 19, 2025), Independence Day of the Socialist Republic of Vietnam (September 02, 1945 - September 02, 2025)

- Implementation Directive: Chairman of the Council.- Lead by: Council Member who is a representative from the Ministry of Labor, Invalids and Social Affairs.- Coordinated by: Council Members.- Implementation Time: August 2025 (anticipated from August 15 - 18, 2025).

(4) Directing and urging the organization of emulation congresses, exemplary congresses at all levels, progressing to the XI National Patriotic Emulation Congress

- Implementation Directive: Chairman of the Council.- Lead by: Vice-Chairmen of the Council.- Coordinated by: Council Members.- Implementation Time: Quarter II, Quarter III of 2025.

(5) Organizing inspection teams of the Council in ministries, departments, localities, agencies, and units

- Lead by: Vice-Chairmen of the Council.- Coordinated by: Council Members.- Implementation Time: As per the Council's inspection plan for 2024 and 2025.

(6) Directing summaries and evaluations of activities in the Central Emulation Groups, Emulation Clusters

- Lead by: Vice-Chairmen of the Council and Council Members.- Implementing Agencies, Organizations: Council members in charge of Emulation Groups, Emulation Clusters; relevant central and local ministries, agencies, organizations.- Implementation Time: Quarter I, Quarter III of 2025.

(7) Organizing the XI National Patriotic Emulation Congress

- Content: Summarizing the patriotic emulation movement and commendation work for the period 2021 - 2025, outlining directions and tasks for the period 2026 - 2030; recognizing and honoring exemplary models.- Implementation Directive: Chairman of the Council.- Lead by: Vice-Chairmen of the Council, the Congress Organizing Committee.- Coordinated by: Council Members, members of the Congress Organizing Committee; ministries, departments, localities.- Implementation Time: December 2025.

(8) Implementing arising, urgent activities when necessary

More details can be found in Decision 23/QD-HDTDKT, which comes into force in Vietnam from September 12, 2024.
