Operation of the Commune-level Cultural - Sports Center in Vietnam

This is the most noteworthy content in Circular 12/2010/TT-BVHTTDL Regulating the model on organization, activities and criteria for Commune-level Cultural - Sports Centers issued by the Ministry of Culture, Sports and Tourism of Vietnam.

Article 5 Circular 12/2010/TT-BVHTTDL stipulates the content and methods of operation of the Commune-level Cultural - Sports Center as follows:

- Propaganda operation: Organize oral propaganda, visual propaganda, and propaganda through recreational performances at the center and in residential areas. These operation serve major national anniversaries, significant national events, and local political, socio-economic tasks;

- Public art operation: Establish and develop public art movements; form art groups and teams; nurture artistic talents to be the nucleus of the movement; organize art performances, annual festivals, and public art exchange events; host professional performing arts troupes to perform locally; exploit, preserve, and pass down local traditional folk songs, dances, and folk performances;

- Physical training and sports operation: Develop and promote the movement "All people exercise following the great Ho Chi Minh's example," increase the number of individuals and families regularly engaging in sports; exploit, preserve, develop local ethnic sports and traditional folk games, integrate them into traditional festivals and Commune Sports-Cultural Days; organize periodic sports competitions and festivals;

- Club operation: Establish and develop various types of interest clubs, facilitating people's participation in regular cultural, artistic, and sports operation;

- Operation to build a cultural lifestyle: Organize propaganda operation urging people to adopt a civilized lifestyle, practice frugality in weddings, funerals, festivals, commemorative days, Tet, and other local cultural-social operation; build a civilized public lifestyle, cultural behavior in community interactions; protect the landscape, nature, environment, maintain social security, order, safety, and prevent social evils;

- Operation to implement the movement "All people unite to build a cultural life": Assist the Steering Committee for the movement "All people unite to build a cultural life" in directing, implementing the movement locally; organize propaganda operation encouraging the building of "Cultural Families," "Advanced Residential Areas," "Cultural Villages," "Cultural Neighborhoods";

- Other cultural-sport operation: Organize cultural-sport service operation; provide professional guidance for cultural houses, cultural-sport clubs, and sports activity points in villages (hamlets, communes, wards...); build libraries, bookcases, reading and following the press movement; participate in competitions, festivals, sports competitions organized by the higher-level Culture, Sports and Tourism sector; collaborate with communal sectors and organizations to hold cultural-sport, recreational operation for children and build a grassroots cultural life.
