* Meetings of the Council and the Standing Committee

The Council holds regular meetings once every six months to evaluate the work of the Council, summarize the situation of the emulation movement and commendation work nationwide, propose directions and tasks for the next six months, and provide opinions on other necessary issues. The Council may hold extraordinary meetings summoned by the Chairman of the Council.

The Council meets when at least 2/3 of the total number of members attend. For meetings involving the consideration and proposal of awards and the conferment of the Hero title, at least 90% of the total number of Council members must attend.

The Chairman of the Council presides over the meetings or delegates the First Vice Chairman of the Council to preside over the meetings.

The Standing Committee of the Council holds regular meetings once every three months to evaluate the work of the Council and the Standing Committee. The Standing Committee meets when at least 2/3 of the total number of members of the Standing Committee attend. The First Vice Chairman and the Standing Vice Chairman of the Council regularly review and monitor the progress of implementing the tasks of the Council.

* Advisory work on organizing the emulation movement launched by the Prime Minister, Chairman of the Council

The Ministry of Home Affairs takes the lead in coordinating with relevant agencies to develop plans for organizing the launch of the emulation movement initiated by the Prime Minister, Chairman of the Council; advises on the issuance of plans for organizing and implementing the emulation movement initiated by the Prime Minister, Chairman of the Council nationwide.

* Advisory work on summarizing the emulation and commendation work

The Council is responsible for advising the Party and the State on summarizing and evaluating the patriotic emulation movements and commendation work nationwide through organizing the National Patriotic Emulation Congresses at all levels, sectors, and the National Patriotic Emulation Congress. The National Patriotic Emulation Congress is held once every five years to evaluate the results of the emulation movement and commendation work, praise and honor heroic individuals and collectives, national outstanding soldiers in the emulation movement at all levels, sectors, and nationwide over a five-year period.

The Council is responsible for advising and submitting to the Prime Minister, Chairman of the Council for approval the plan to organize the National Patriotic Emulation Congress; issuing plans and directing the organization of the Patriotic Emulation Congress at all levels, sectors, from local to central levels.

* Directing, coordinating, and monitoring work of the Council

The Council directs and coordinates the implementation of the Party's guidelines, the State's policies and laws, and the innovation of the emulation and commendation work in ministries, departments, provinces; organizes the implementation of the emulation movements launched by the President, the Prime Minister, and the Chairman of the Central Council for Emulation and Commendation.

The Standing Committee of the Council proactively coordinates with the Party, State agencies, the Central Committee of the Vietnam Fatherland Front, and central agencies of political and social organizations and localities in providing advice, proposing guidelines and policies on organizing the emulation movement and the work of emulation and commendation, or proposing amendments, supplements to regulations, policies on emulation and commendation.

The Council monitors and urges the implementation of the emulation and commendation work and the emulation movements in ministries, departments, political and social organizations, professional associations, and localities.

* Inspection work of the Council

Annually, the Council issues inspection plans to assess the implementation of the emulation and commendation work in ministries, departments, provinces to evaluate the emulation movement and commendation work, identify difficult issues and obstacles from practice, timely direct remedies, and propose innovative solutions for the emulation and commendation work, and recommend guidelines and measures to promote the patriotic emulation movement.

Inspection content: The leadership and direction of ministries, departments, provinces in implementing the guidelines, policies, and laws on emulation and commendation; the organization and implementation of the regulations on emulation and commendation; the results of innovation in the emulation and commendation work under the guidance of the Party and the State; the organization of emulation movements and the implementation of commendation work.

* Commendation by the Council

Members of the Council who have achievements in fulfilling their tasks or collectives and individuals who have contributed to the activities of the Council are compiled, advised, and presented by the Standing Agency of the Council to the Standing Committee of the Council for consideration and recommendation to the Prime Minister and the President for commendation according to the provisions of the law.
