Only collect the candidate's exam after 2/3 of the test time at the earliest in the recruitment exam for officials and public employees in Vietnam

Recently, the Ministry of Home Affairs of Vietnam has issued the Circular No. 6/2020/TT-BNV on organizational regulations; regulations on recruitment examination, consideration for recruitment of officials and public employees, examination for promotion of officials rank, examination or consideration for promotion of professional titles of public employees.

According to Clause 2 Article 13 of the Regulation issued together with the Circular No. 6/2020/TT-BNV of the Ministry of Home Affairs of Vietnam, general requirements for developing the exam to recruit officials and public employees are as follows:

For the written exam:

Only collect the candidate's exam after 2/3 of the test time at the earliest.

When the test time is over, the proctor asks the candidate to stop doing the test; proctor 1 shall call each candidate's name to submit the test and receive the candidate's test and when receiving the test, he/she must count the total number of papers submitted by the candidate, ask the candidate to write down the correct number of sheets and sign the test collection list, after signing, the candidate is allowed to leave the exam room. Proctor 2 maintains order and discipline in the examination room.

For the paper-based multiple-choice test:

Only collect the candidate's exam when the test time is up.

At the end of the test time, both examination room proctors collect all of the candidates' papers in the examination room, then call each candidate in turn to sign and submit the test, while signing for the exam, the examiner must check the test of the candidate who signed the submission, after signing the submission, the candidate is allowed to leave the examination room.

Note:

- Examining room proctors check and arrange exams in ascending order of registration number. Minutes of handling violations of exam rules and regulations (if any) must be compiled into a separate bag. The examination room proctor shall hand over the test papers together with a bag of violation handling records (if any) to the members assigned by the head of the examination committee to collect the test papers after each exam session. Each test bag must be publicly inspected and compared with the number of papers, the total number of sheets of each attached test, the list of exam collection and the disciplinary records (if any).

- After the examination, the test bag and the list of exam collection of each examination room shall be sealed in place by the member assigned by the Head of the Examination Board and the examination supervisors of that examination room, sign a cross between the sealed label and the test bag and sign the minutes of delivery and receipt of the test.

- The head of the examination committee shall sign and seal the test bag before handing it over to the Secretary of the Council, together with the bag containing the violation handling minutes (if any).
