Officials and Public Employees Should Not 'Choose Easy Tasks and Avoid Difficult Ones'

Officials and cadres must be ready to accept and strive to complete all assigned tasks well; not to be selective about positions or to choose easy tasks and avoid difficult ones. They should be dedicated, devoted, and exemplary in fulfilling their responsibilities and assigned duties; not to be influenced by the "term of office mentality."

This is one of the key contents of the Public Service Culture Scheme approved by Decision 1847/QD-TTg of the Prime Minister of the Government of Vietnam, effective from December 27, 2018.

Officials and public employees must be loyal to the Socialist Republic of Vietnam; protect the honor of the Fatherland and national interests; respect and dedicatedly serve the People. When carrying out tasks and official duties, officials and public employees must clearly understand their responsibilities and duties, including:

- Must be ready to receive and strive to complete all assigned tasks; not to be selective in work positions, choosing easy tasks and avoiding difficult ones. Wholeheartedly, dedicatedly, and exemplarily fulfill assigned responsibilities and duties; avoid the “tenure mindset.”

- Must have a sense of organizational discipline; efficiently utilize working hours; avoid mediocrity and working perfunctorily, carelessly, or ineffectively; strictly comply with the rules and regulations of the agency or organization; proactively cooperate in performing tasks and official duties.

- Must not cause difficulties, annoyances, extortion, or prolong the processing time of tasks for agencies, organizations, and citizens; must not be indifferent, unresponsive, or irresponsible to the difficulties and grievances of the citizens.

- Leaders who are officials and public employees must be impartial and objective in utilizing and assessing staff under their management; must not abuse their work positions to appoint acquaintances; should proactively resign from their positions when realizing their own limitations in capacity and reputation.

This Scheme applies to subjects who are officials and public employees of state administrative agencies including: Ministries, ministry-level agencies, agencies under the Government of Vietnam; People's Committees at the provincial, district, and communal levels.
