This is one of the notable contents stipulated in Decision 733/QD-TTg promulgating the plan for organizing the implementation of the emulation movement “officials and public employees emulating to implement workplace culture,” for the period 2019 – 2025.

Officials and public employees must adhere to speech discipline, and not use social media to exploit, propagate unverified, biased, one-sided information that affects task execution.
In addition, officials and public employees must comply with the following requirements:
- Adhere to family and social ethical standards, good customs and traditions, and the beautiful cultural heritage of the nation;- Be exemplary, avoid ostentation, wastefulness, and profiteering in organizing celebratory activities, weddings, funerals, longevity celebrations, birthdays, housewarming parties...;- Refrain from superstitious practices and behaving inappropriately at festivals;- Uphold professional ethical standards;- Avoid gambling and falling into social evils;- Not consume alcoholic beverages during working hours and lunchtime;- Smoke only in designated areas;- Maintain a tidy, neat, and clean workplace....
Simultaneously, according to Decision 733, officials and public employees need to communicate and interact with citizens according to standards: Respect, listen, and enthusiastically guide the process of handling work, thoroughly explaining citizens' queries; Implement the "4 asks, 4 always": ask for greeting, ask for apologizing, ask for thanking, ask for permission, always smile, always be gentle, always listen, always help.
Particularly, leaders and managers must be fair and objective in utilizing and evaluating the staff under their management; not abuse their position to appoint relatives or acquaintances; proactively resign from their position when recognizing their own limitations in competency and credibility or if severe consequences occur within the scope of their responsibility.
