Officials, and conditions for salary increase in 2019 in Vietnam

Officials and public employees, as well as employees who meet the conditions prescribed by regulations in Vietnam, are eligible for salary increases either under the regular salary increase scheme or an early salary increase scheme

A. Regular Salary Increase

Vietnamese officials and public employees must simultaneously meet the conditions regarding the duration of holding their salary grade and the standard of task completion during the grade period to be considered for a regular salary increase.

Regarding the condition of the duration of holding the salary grade

- For the title of Senior Specialist: If not yet at the final salary grade in the senior specialist salary table, after 5 years (full 60 months) of holding the salary grade in the senior specialist salary table, one can be considered for a salary increase;

- For grades and titles requiring training levels from college and above: If not yet at the final salary grade in the grade or title, after 3 years (full 36 months) of holding the salary grade in the grade or title, one can be considered for a salary increase;

- For grades and titles requiring training levels from intermediate level and below, and performing staff: If not yet at the final salary grade in the grade or title, after 2 years (full 24 months) of holding the salary grade in the grade or title, one can be considered for a salary increase.

Regarding the standards for regular salary increase

Vietnamese officials and public employees may have their consideration period for a regular salary increase extended if they do not complete their tasks or have violations subject to disciplinary actions. The extension period depends on the form of disciplinary action according to Clause 3, Article 2 of Circular 08/2013/TT-BNV.

B. Salary Increase Ahead of Time

Officials and public employees can receive a salary increase ahead of time if they fall into one of the following cases:

- Achieving excellent achievements in carrying out tasks;

- Receiving a notice of retirement.

Policy for salary increase ahead of time due to excellent achievements

- Subjects defined in Clause 1, Article 1 of Circular 08/2013/TT-BNV who meet the two standards defined in Clause 2, Article 2, and achieve excellent results in tasks recognized by competent authorities in writing, if not yet at the final salary grade in the grade or title and up to December 31 of the year of consideration for an early salary increase, are short of 12 months or less to be regularly increased in salary grade, will be considered for an early salary increase of a maximum of 12 months compared to the stipulated time in Point a, Clause 1, Article 2 of the Circular.

- Consecutive early salary increases due to excellent achievements in carrying out tasks in the same grade or title are not executed two times in a row.

Policy for salary increase upon receiving a notice of retirement

- Officials, public employees, and employees with a notice of retirement, if during the period of holding the grade meet the two standards defined in Clause 2, Article 2, are not at the final salary grade in the grade or title, and from the date of the retirement notice to before the retirement date are short of 12 months or less to be regularly increased in salary grade according to regulations, will be considered for a one-grade salary increase 12 months ahead of the stipulated time in Point a, Clause 1, Article 2.
