On October 24, 2024, the Prime Minister of the Government of Vietnam issued Official Telegram 110/CD-TTg concerning the proactive response to Typhoon TRAMI in Vietnam.
This afternoon, the storm, internationally named TRAMI, has crossed Luzon Island (Philippines) into the northern part of the East Sea, becoming storm number 6 in the East Sea in 2024, with the strongest winds near the center reaching level 9, gusting to level 11.
According to forecasts from the National Center for Hydro-Meteorological Forecasting, in the next 24 to 48 hours, the storm will continue to strengthen, with the strongest winds near the center reaching level 11-12, gusting to level 14-15, moving west towards the Hoang Sa Archipelago, and then possibly affecting the offshore and coastal areas of the Central Provinces (from Ha Tinh to Binh Dinh) between October 27 - 29, 2024.
This storm is forecasted to have strong intensity, with very complex developments, and its trajectory and wind levels may change due to various weather patterns over the sea. To proactively cope with the storm and possible rain and floods on land in the Central Regions due to the storm's impact, the Prime Minister of the Government of Vietnam requests:
- Ministers of relevant ministries and Chairpersons of the People's Committees of provinces and cities should proactively organize and closely monitor, update forecast information, and the situation of storms, rain, and floods to promptly direct and implement response measures according to the “four on-site” motto per their assigned functions and tasks, avoiding passiveness and surprise to ensure safety of life, and minimize property damage for people.
- Chairpersons of the People’s Committees of provinces and cities should direct the review and update of response plans for natural disasters, storms, and floods in the area; based on the actual situation and potential influence of the storm, rain, and floods at the local level, promptly inform, direct, and guide the people in responding to storms and floods, focusing on:
+ Ensuring safety for activities at sea and on islands:
++ Organizing reviews, checking, proactively informing, and guiding vessels, boats (including fishing boats, transport ships, tourist boats) still operating at sea to avoid or exit the danger zone or move to a safe shelter; taking measures to ensure safety for vessels at anchoring locations.
++ Reviewing and deploying safety measures for tourism activities, aquaculture farming, and fishing at sea, river mouths, and coastal areas; decisively evacuating people from aquaculture cages, watch houses to safe places before the storm directly affects.
++ Based on specific situations, proactively deciding on prohibiting sea activities for fishing, transport, and tourist boats.
- Ensuring safety in coastal and mainland areas:
++ Reviewing, preparing for the evacuation of people from dangerous areas, especially areas at risk of deep flooding, landslides, river mouths, and coastlines.
++ Implementing measures to ensure safety and minimize damage to houses, warehouses, offices, public works, industrial zones, factories, and sea dikes; protecting agricultural production, preventing urban and industrial flooding.
++ Controlling travel, organizing traffic diversion, guiding traffic, and limiting people from going out during storm strikes and heavy rainfalls to ensure safety.
+ Ensuring safety in mountainous areas:
++ Reviewing, preparing to evacuate people from areas at risk of deep flooding, flash floods, and landslides; preparing forces, means, equipment, and essential supplies according to the “four on-site” motto to be ready to respond to all situations.
++ Inspecting, proactively ensuring the safety of reservoirs and downstream areas; stationing forces ready to operate, regulate, and handle situations.
++ Controlling and guiding safe traffic, especially through fords, overflows, and deeply flooded, fast-flowing water areas; proactively arranging forces, materials, means to fix issues and ensure smooth traffic on major routes.
++ Readying forces and means for prompt rescue and recovery from storm and flood impacts quickly.
- The Minister of Natural Resources and Environment should closely monitor and enhance forecast bulletins, warnings, and promptly update information on storm developments, rain and floods, and risks of flash floods, landslides to inform related agencies and the public to proactively implement response measures.
- Ministers of the Ministries of Defense and Public Security should direct stationed forces on the ground to review response plans, and proactively organize the deployment of forces and means ready to support localities in responding to storms and floods, evacuating the population, and conducting rescue operations.
- Ministers of the Ministries of Transport, Industry and Trade, and related ministries and central authorities, as per their state management functions and assigned tasks, should proactively direct, cooperate with localities in implementing measures to ensure the safety of oil and gas operations at sea, mineral extraction, and electrical grid systems; operating and ensuring safety of hydropower reservoirs; ensuring transportation safety as per regulations.
- The Minister of Agriculture and Rural Development should closely monitor the situation and proactively direct effective implementation of storm and flood prevention and control tasks as assigned by authority; ensuring the safety of dikes, reservoirs, protecting agricultural and aquaculture production; promptly report, suggest to the Prime Minister of the Government of Vietnam issues beyond authority.
- Vietnam Television, The Voice of Vietnam Radio, Vietnam News Agency, and media agencies should increase airtime, promptly report developments of storms, rain, and floods and response directives for people to know and proactively prevent and avoid.
