On May 14, 2023, the Government of Vietnam issued Decree 24/2023/ND-CP on the base salary for cadres, civil servants, public employees and the armed forces, of which the base salary is increased to 1.8 million from July 1, 2023.

According to Decree 24/2023/ND-CP, officially increasing the base salary to 1.8 million dong from July 1, 2023.
Base salary used as a basis: Calculating salary levels in the salary tables, allowance levels, and implementing other regimes as prescribed by law for the specified subjects; calculating activity and subsistence costs in accordance with law; calculating deductions and benefits according to the base salary.
Continue to implement specific financial and income mechanisms for agencies and units that are implementing specific financial and income mechanisms at the central level, which are prescribed by competent authorities for a number of agencies, and the state administrative unit until the implementation of the overall reform of the salary policy according to Resolution 27-NQ/TW dated May 21, 2018 of the Seventh Conference of the 12th Central Committee;
Monthly salary and additional income based on a base salary of 1.8 million VND/month from July 1, 2023, under a specific mechanism to ensure that the average salary and additional income in 2022 are not exceeded (excluding the part of salary and additional income due to the adjustment of the salary coefficient by rank or grade when raising ranks).
The groups of subjects whose base salary is increased to 1.8 million from July 1, 2023, include:
- Cadres and civil servants from central to district level are specified in Clauses 1 and 2, Article 4 of the Law on Cadres and Civil servants 2008 (amended in the Law amending a number of articles of the Law on Cadres and Civil servants and the Law on Public Employees in 2019).
- Commune-level cadres and civil servants specified in Clause 3, Article 4 of the Law on Cadres and Civil servants 2008 (amended in the Law amending a number of articles of the Law on Cadres and Civil servants and the Law on Public Employees in 2019).
- Public employees in public non-business units according to the provisions of the Law on Public Employees 2010 (amended in the Law amending a number of articles of the Law on Cadres and Civil servants and the Law on Public Employees in 2019).
- People who perform jobs under the labor contract regime as prescribed in Decree 111/2022/ND-CP of the Government on contracts for some types of work in administrative agencies and public non-business units in the cases where it is applicable or there is an agreement in the labor contract to apply the salary ranking according to the Government's Decree 204/2004/ND-CP on the salary regime for cadres, civil servants, public employees, and the armed forces.
- People working in the payroll quotas at associations are supported by the state budget for operating expenses according to the provisions of Decree 45/2010/ND-CP of the Government on organization, operation, and management of the association (amended in Decree 33/2012/ND-CP)
- Officers, professional soldiers, non-commissioned officers, soldiers, workers, defense officers, and contract workers of the Vietnam People's Army.
- Officers, salaried non-commissioned officers, non-commissioned officers, conscripts, public security workers, and contract workers of the People's Police.
- People working in cipher organizations.
- Part-time workers at communes, villages, and residential groups.
Decree 24/2023/ND-CP takes effect from July 1, 2023.
