On December 31, 2024, the Ministry of Transport of Vietnam issued Official Dispatch 14330/BGTVT-VT on managing the operations of four-wheeled motor vehicles in accordance with the Road Traffic Safety and Order Law and the Road Law.

In implementing the Road Traffic Safety and Order Law, the Road Law, and related regulations regarding the operations of four-wheeled motor vehicles, the Ministry of Transport requests the People's Committees of provinces and centrally-run cities to direct relevant Departments and Sectors to carry out the following:

1. Advise the provincial People's Committee to implement Clause 2, Article 48 of the Road Traffic Safety and Order Law: “2. The provincial People's Committees stipulate the time and scope of passenger transport by four-wheeled motor vehicles, and goods transport by motorized four-wheeled goods vehicles within their localities.” and the provisions in Clause 2, Article 24 of Decree 165/2024/ND-CP dated December 26, 2024, of the Government detailing and guiding the implementation of certain articles of the Road Law and Article 77 of the Road Traffic Safety and Order Law to issue regulations on the operation of four-wheeled motor vehicles in the localities following the actual situation.

2. Based on the provisions: (1) Clause 5, Article 7; Clause 5, Clause 12, and Clause 13, Article 56; Article 66 of the Road Law, (2) Decree 158/2024/ND-CP dated December 18, 2024, of the Government on road transport operation to advise the provincial People's Committees on the content mentioned in Item 1 of this Official Dispatch. Notably, the following requirements should be met:

- Strictly manage, accurately target, define the scope and nature of the operations of four-wheeled motor vehicles as regulated in the Road Traffic Safety and Order Law and the Road Law. Review the routes and operational itineraries of four-wheeled motor vehicles that have been approved or are pending approval to ensure they do not affect traffic order and safety.

- Guide enterprises participating in business activities to ensure fair competition, transparency, and ensure the orderly and safe traffic of the locality.

- Strictly control this type of vehicle to ensure they are appropriate with traffic infrastructure; enhance supervision of service quality and the technical safety and environmental protection quality of four-wheeled motor vehicles in the area.

3. Direct transportation businesses, internal transport units to strictly control and comply with the conditions regarding drivers and vehicles according to legal provisions, ensuring proper route, scope, and schedule for operations.

What are requirements for four-wheeled motor vehicles for passenger and goods transport in Vietnam?

According to Clause 1, Article 48 of the Road Traffic Safety and Order Law 2024, four-wheeled motor vehicles transporting passengers and goods must meet the following requirements:

- Certified vehicle registration and license plates; ensure technical safety quality and environmental protection as prescribed by law;

- Display the name and phone number of the transport business entity; list transport fare rates for passenger transport;

- Ensure accurate time and scope of operation.
