The document states: In compliance with Decision 72-QD/TW dated July 18, 2022, by the Politburo regarding staffing in party, Fatherland Front, and political organizations at the central level and party committees at the provincial, central-affiliated cities, and party units under the central level during the period 2022-2026, as a basis for assigning teacher training targets to educational institutions and reviewing the demand, building reports to the Central Government on additional staffing for the Education sector in the period 2026 - 2030, the Ministry of Education and Training requests localities to implement the following:
- Direct and organize teacher recruitment to ensure sufficient staffing assigned by the competent authority following the spirit of Directive 32/CT-TTg dated December 25, 2023, by the Prime Minister of the Government of Vietnam on continuing to promote fundamental and comprehensive reform of general education.
Priority should be given to recruiting teachers for new subjects under the 2018 General Education Curriculum, teachers in socio-economically disadvantaged areas, and teachers for ethnic minority languages in ethnic minority regions.
In cases where there are not enough recruited teachers, resources should be arranged for contracting teachers complying with Decree 111/2022/ND-CP dated December 30, 2022, by the Government of Vietnam.
- Review the current teaching staff and prepare reports on the demand for teachers at public preschools and general education levels annually, by subject, until 2031 (appended to this Official Dispatch), and send it to the Ministry of Education and Training (through the Department of Teachers and Educational Administrators).
According to Decision 72-QD/TW of 2022, the total staffing for agencies and public service providers of the Communist Party, Fatherland Front, political-social organizations at the central level and provincial and city party committees affiliated with the central, during the period 2022 - 2026 (until the end of 2026) is 1,979,433 staff, specifically:
Agencies and public service providers of the Communist Party, Fatherland Front, political-social organizations at the central level and party committees directly under the central level are 6,285 staff (Appendix 1 attached), including 3,335 officials and 2,950 public employees.
Agencies and public service providers of the Communist Party, Fatherland Front, political-social organizations at the local level (provincial and district levels) are 64,266 staff (Appendix 2 attached), including 55,949 officials; 6,959 public employees and 1,358 temporarily assigned trade union staff.
Local governments (including provincial and below people's committees and people's councils); public service providers; public associations assigned tasks by the Communist Party and State at the local level; commune-level officials total 1,908,882 staff (Appendix 3 attached), specifically:
- 140,826 officials.
- 1,562,485 public employees (of which 65,980 are additional teacher staff for the period 2022 - 2026. For the academic year 2022 - 2023, temporarily assigned 27,850 teacher staff for localities - Appendix 4 attached).
- 205,571 commune-level officials (tentatively calculated based on 2021 data, to be adjusted according to Decree No. 34/2019/ND-CP of the Government of Vietnam and reduced according to the plan to reduce commune-level administrative units in the period 2022 - 2026).
The Central Organization Committee, based on the regulation on staff management of the political system and this Decision, will issue decisions assigning annual staffing to the agencies, organizations, localities, and units under its management; guide, inspect, and supervise the implementation to ensure strict compliance with staff management in accordance with the regulations of the Communist Party and the laws of the State.
