The Ministry of Public Security issued Official Dispatch 2462/BCA-CSGT dated July 24, 2023, on coordination and direction to automobilesry out total control of automobiles used for passenger transport and freight transport by container.

On July 24, 2023, the Ministry of Public Security issued Plan No. 382/KH-BCA-C08 directing police units and localities to organize general control of passenger transport business automobiles and automobiles transporting goods by container. The implementation period for this control will start from August 1, 2023, to October 15, 2023.

Therefore, in order for the implementation of the policy of total control to be unified, synchronous, and highly effective, contributing to curbing and reducing particularly serious traffic accidents caused by the above types of vehicles, the Ministry of Public Security requests the Ministry of Transport and the Provincial People's Committee to implement the following contents:

- Actively coordinate with news and press agencies to promote propaganda of legal regulations on business and conditions for auto transport business, focusing on propagating regulations on sanctioning administrative violations according to Decree 100/2019/ND-CP dated December 30, 2019 (amended in Decree 123/2021/ND-CP); Decree 10/2020/ND-CP dated January 17, 2020 (amended in Decree 47/2022/ND-CP);

At the same time, organize extensive propaganda and advocacy for cadres, civil servants, public employees, and workers of agencies, units, departments, socio-political organizations, unions, and schools, and ensure that people in the area strictly comply with regulations when participating in traffic.

- Direct the Traffic Inspectorate Force to coordinate with assigned police units to organize reviews and inspections of business activities, road transport business conditions, driver management, and the conditions of vehicle drivers at establishments of organizations and individuals doing business in passenger transport and container freight transport in the area;

Check at the departure points; resolutely not allow vehicles to depart from the terminal that are past their expiration date, have expired inspection, automobilesry more than the prescribed number of people, or overload the vehicle; the vehicle that does not meet technical safety and environmental protection standards; the driver that does not ensure health conditions; Strengthen inspection and handling of passenger transport activities at locations with the phenomenon of "parachute automobiles and toadstools".

In addition, organizations and individuals are required to sign a commitment to strictly comply with regulations on ensuring traffic safety, not giving vehicles to people who are not qualified and capable of driving, people who have used alcohol, beer, or shown signs of using drugs or other stimulants, promoting responsibility, not for temporary business benefits but causing negative consequences for society;

Do not use vehicles that do not ensure technical safety, have expired registration, or have expired their useful life to transport passengers or goods. Organize for drivers to sign a commitment to voluntarily comply with regulations on ensuring traffic safety, not using drugs or alcohol concentrations, or automobilesrying more than the prescribed number of people.

- Organize inspection of the safety conditions of works and traffic infrastructure; Review the system of painted lines, traffic signs, guardrails, signal lights, reflective warning devices, speed breakers at intersections, road sections with high slopes, narrow curve radius, limited visibility, openings for residential roads, etc.

In addition, assessments and surveys identify "black spots," potential traffic accident spots, locations and areas where markets are often held, where schools are located, and where crowds of people gather along main traffic routes, potentially causing traffic safety risks to have timely solutions, contributing to controlling traffic accidents and ensuring traffic safety.
