This is one of the prominent contents stipulated in Decree 04/2015/ND-CP issued by the Government of Vietnam regarding the implementation of democracy in the activities of state administrative agencies and public service providers.
To be specific:, according to Decree 04/2015/ND-CP, officials and public employees of state administrative agencies and public service providers are permitted to receive documents and handle the work of citizens and organizations only at the headquarters of the agencies and units; protect state secrets, work secrets, and confidentiality of information about whistleblowers as prescribed by law.

Additionally, when citizens or organizations make requests, officials and public employees are responsible for resolving these requests within their authority. For matters not within their authority, officials and public employees must notify citizens and organizations and guide them to the competent authorities. Officials and public employees are not permitted to be bureaucratic, authoritarian, corrupt, or cause difficulties, inconvenience, or harassment in resolving the work of citizens and organizations.
Furthermore, the work of citizens and organizations must be researched and promptly resolved by officials and public employees in accordance with the law and the rules and regulations of the agency or unit. For tasks with a prescribed time limit for resolution, officials and public employees must comply with that timeframe. If a task is complex and requires time to research and resolve, officials and public employees have the responsibility to report to their direct supervisor and promptly inform the citizens or organizations.
