On February 12, 2020, the Minister of Public Security officially signed and promulgated Circular 15/2020/TT-BCA stipulating the implementation of democracy in the administrative management of social order.

According to Clause 5, Article 12 of Circular 15/2020/TT-BCA, in the administrative management of social order, officers and soldiers have the right to refuse to work, or to immediately resolve the requirements in the field of administrative management of social order from individuals exhibiting signs of intoxication due to alcohol, beer, or other stimulants, individuals who cannot control their behavior, are inappropriately dressed, or have words or actions that violate civilized standards in public places.
In this context, officers and soldiers in this situation refer to officers, non-commissioned officers, and soldiers of the People's Police performing administrative management of social order from units including:
- The Department of Police for Administrative Management of Social Order;- The Police Department for Administrative Management of Social Order under the provincial and municipal police directly under the central government;- The Police Team for Administrative Management of Social Order, Traffic and Order Police Team under the district, divisional, or district-level town police of provinces and cities;- Communal, ward, town police stations, Police posts, and checkpoints.
In addition to the above provisions, the Circular emphasizes the responsibilities and powers of officers and soldiers in the administrative management of social order, specifically:
- Strictly implementing the provisions of Section 1, Chapter II of Circular 15/2020/TT-BCA.- Strictly adhering to the regulations on internal rules of the People's Police, behavioral code of conduct of the People's Police, and the working regulations of the unit.- Receiving files and resolving them on time as prescribed in the administrative management of social order.- Being treated according to the legal regulations for agencies, organizations, and citizens with acts violating the provisions of the law.- Proposing to the competent authorities useful models, innovative administrative reforms; providing feedback on related issues from practical work for application in resolving tasks as prescribed by law.
