On May 05, 2014, the Government of Vietnam issued Decree 37/2014/ND-CP regulating the organization of specialized agencies under the People's Committee of districts, urban districts, district-level towns, and provincial cities.

Decree 37/2014/ND-CP stipulates the office of the People's Council and the People's Committee, or the Office of the People's Committee where the pilot scheme does not organize the People's Council:
Provide general advisory support to the People's Council and People's Committee on: Activities of the People's Council, People's Committee; advise the Chairman of the People's Committee on their directives and management; provide information serving the management and activities of the People's Council, People's Committee, and other state agencies in the locality; ensure the physical and technical conditions for the activities of the People's Council and People's Committee; directly manage and direct the operations of the Reception and Result Delivery Department under the one-stop-shop and inter-agency one-stop-shop mechanism; guide and receive dossiers from individuals and organizations in all areas under the jurisdiction of the district-level People's Committee, transfer the dossiers to the specialized agencies under the district-level People's Committee for resolution and receive the results to return to individuals and organizations.
For districts with ethnic minority communities living in them but not meeting the criteria to establish an office for ethnic affairs, the Office of the People's Council and People's Committee or the Office of the People's Committee where the pilot scheme does not organize the People's Council will advise and assist the People's Committee in performing state management functions regarding ethnic affairs.
For district-level administrative units with national borderlines on land, sea, and islands, the Office of the People's Council and People's Committee or the Office of the People's Committee where the pilot scheme does not organize the People's Council will advise and assist the People's Committee in performing state management functions regarding foreign affairs and border affairs.
