On January 23, 2019, the Government of Vietnam issued Decree 08/2019/ND-CP specifying detailed notes on policies for allowances to members of Vietnamese agencies abroad.
Decree 08 stipulates that members of Vietnamese agencies abroad on duty at locations experiencing armed conflict, natural disaster, or serious disease outbreaks threatening their lives, or under exceptionally difficult working conditions, shall receive a monthly allowance of 30% of the base living expenses multiplied by the location coefficient.
Based on the report of the Head of the Vietnamese representative office abroad and considering the actual situation at the location, the Minister of Foreign Affairs shall decide the location and duration of this allowance after obtaining the consensus of the Ministry of Finance.
Additionally, Decree 08 also stipulates that members of Vietnamese agencies abroad who are injured or die during their tenure abroad, beyond the policies stipulated in the Law of Officials and the Law of Public Employees, the members of Vietnamese agencies abroad or their relatives shall receive state allowances, specifically:
- A one-time allowance equivalent to 3 times the base living expenses if the injury results in a reduction in working capacity of 21% or more.- A one-time allowance equivalent to 7 times the base living expenses in the event of death.
