Regarding this issue, LawNet would like to answer as follows:

On November 10, 2023, the Prime Minister issued Decision 1334/QD-TTg approving the Project "Promoting the resources of Vietnamese people abroad to serve national development in the new situation".

Objectives of the Project: Promoting the resources of Vietnamese people abroad to serve national development in the new situation in Vietnam

Specifically, the Project on Promoting the Resources of Vietnamese People Abroad to Serve the Country's Development in the New Situation has set out the following objectives:

(1) General objective

Mobilize overseas Vietnamese resources to participate in national development in the period of promoting industrialization and modernization of the country, associated with the development goal of Vietnam becoming a developed, high-income country by 2045 as set out by the 13th Party Congress; strengthen the great solidarity of the entire Vietnamese nation at home and abroad; and consolidate the strength and potential of the Vietnamese community abroad to contribute to the country.

(2) Specific objectives

- Strengthen the unified awareness of Vietnamese people abroad as an increasingly important resource contributing to the cause of building, developing, and protecting the Fatherland; from there, build basic and long-term orientations, policies, and measures to attract and maximize this resource. Ministries, agencies, and localities develop projects, programs, and plans to attract resources from Vietnamese people abroad. Establish a synchronous implementation and coordination mechanism from the Central to the grassroots and nationwide, at home and abroad.

- Create an environment and domestic mechanism for Vietnamese people abroad to feel secure in sticking to and promoting their resources with the country. Build a legal corridor so that overseas Vietnamese can basically enjoy the same legal environment as domestic people when conducting investment, business, science and technology activities, culture, sports, humanitarian...

- Create a sustainable framework and mechanism to encourage Vietnamese people abroad to participate in the country's development in fields appropriate to the community's resources. Maintaining the growth momentum of remittances; attracting more and more FDI investment capital from Vietnamese people abroad; Promote the effective use of resources by Vietnamese intellectuals abroad to promote the transfer of knowledge and skills; attract and effectively use the workforce and returning international students; Effectively deploy initiatives and humanitarian and social charity contributions of Vietnamese individuals and organizations abroad in Vietnam - promoting the role of bridge between Vietnamese people abroad in the fields of science - technology, economics - trade, culture, society, etc.

- Strengthen the network of Vietnamese people living abroad around the world. Complete the development of a database project on Vietnamese people abroad. Strive to have 100% of areas with large Vietnamese communities abroad establish associations and unions.

- Support the Vietnamese community abroad to develop and gain a position in the host country; strengthen domestic cohesion and exchange between Vietnamese people abroad and people's organizations and associations in the country.

- Improve the effectiveness of propaganda, legal education, consular work, citizen protection, information, exchange with Vietnamese people abroad, labor management, and Vietnamese students studying abroad.
