Objectives of the Plan for digital transformation of the Ministry of Industry and Trade for 2024 (Internet image)
On May 8, 2024, the Minister of Industry and Trade of Vietnam issued Decision 1080/QD-BCT on the Plan for digital transformation of the Ministry of Industry and Trade for 2024.
The objectives of the Plan are as follows:
- 100% of transactions on the Ministry of Industry and Trade's Public Service Portal are electronically verified, except for services that require mandatory physical presence as regulated by law.
- The Ministry of Industry and Trade's Public Service Portal and its Electronic Single-Window System are connected to and share data with the national Public Service Portal.
- 100% of administrative procedures meet the conditions for implementing end-to-end online public services.
- 100% of eligible end-to-end online public services, related to multiple citizens and businesses, are integrated into the national Public Service Portal.
- The proportion of online payments on the national Public Service Portal, out of the total payment transactions for public services, reaches at least 45%.
- 90% of administrative procedure resolution through the Ministry of Industry and Trade's Public Service Portal; relevant information technology systems of the Ministry of Industry and Trade are operational, interconnected, and data-sharing enabled through integrated
platforms; citizens' and businesses' information are digitized and stored in national databases without needing to provide it again.
- 100% of effective administrative procedure resolution results are digitized in the electronic environment.
- At least 90% of citizens and businesses are satisfied with the resolution of administrative procedures by the Ministry of Industry and Trade.
- 100% of exchanges between units under the Ministry of Industry and Trade and between the Ministry of Industry and Trade and other state agencies are conducted electronically, digitally signed by specialized digital signatures, except for classified documents as stipulated by law.
- 90% of work records at the Ministry of Industry and Trade are processed in the network environment (excluding classified state secrets).
- 100% of personnel records of officials and public employees under the Ministry of Industry and Trade are stored and managed in electronic form according to hierarchical management.
- 100% of information technology systems are identified by level and implement cybersecurity measures accordingly.
- 100% of officials and public employees of the Ministry of Industry and Trade receive popularization of basic digital knowledge and skills; 80% of officials, civil servants, and public employees of the Ministry of Industry and Trade receive training on information security and digital transformation.
- At least 90% of terminal devices are equipped with security solutions.
- At least 30% of inspection activities of the Ministry of Industry and Trade are conducted through digital environments and electronic information systems.
- 100% of end-to-end online public services in the import-export sector are integrated into the national single-window mechanism, in alignment with the Ministry of Finance.
In addition, the tasks and solutions of the plan are as follows:
- In terms of propaganda and communication
Conducting propaganda and dissemination of content and legal policies to raise awareness among citizens and society about e-Government, digital Government in general, and the digital transformation activities of the Ministry of Industry and Trade in particular, as well as the activities of the National Committee for Digital Transformation and the Steering Committee for Digital Transformation of the Ministry of Industry and Trade (through various forms such as posting on the official electronic information portal, organizing specialized conferences and seminars with citizens and businesses to disseminate knowledge and skills about digital transformation, or through other social activities).
Implementing propaganda and guidance for businesses and citizens to use end-to-end online public services through the Ministry's information channels, limiting the submission of documents directly.
- In terms of policy mechanisms
Continuing research, development, and issuance of regulations and rules on the use, management, and operation of information technology systems serving digital Government at the Ministry of Industry and Trade.
- In terms of tasks and solutions
Concretizing the tasks and solutions in the Plan for digital transformation of the Ministry of Industry and Trade for 2024 (detailed appendix attached to Decision 1080/QD-BCT).
