On November 27, 2024, the National Assembly of Vietnam passed Resolution 162/2024/QH15 approving the investment policy for the National Target Program for Cultural Development in the period 2025-2035.
The National Target Program for Cultural Development in Vietnam in the period 2025 – 2035 will have the following objectives:
** General Goals:
Create a strong and comprehensive transformation in cultural development and the construction and completion of personality, ethical standards, identity, courage, value system of Vietnamese people and families.
Enhance the spiritual life, accessibility, enjoyment of culture, the need for exercise and entertainment of the people, narrow the gap in cultural enjoyment between regions, populations, gender, thereby increasing labor productivity and work efficiency.
Mobilize the participation of organizations, individuals, and communities in managing, protecting, and promoting the value of national cultural heritage. Mobilize resources, focus on investment with focus, key points, quality, and effectiveness for cultural development, directly contributing to socio-economic development, promoting cultural industries to become an important component of the national economy.
Build high-quality professional cultural and artistic human resources with political courage to meet the demands domestically and aim to cater to foreign markets.
Promote the national identity, scientific nature, and mass nature of culture through investment to preserve traditional national culture, build a grassroots cultural environment where people are the creative subjects, and intellectuals and artists play a crucial role.
Focus on international integration and absorption of global cultural quintessence, build an advanced culture rich in national identity, promote the soft power of Vietnamese culture;
** Specific Goals:
By 2030, achieve the following 09 specific goals:
(1) Implement cultural value systems, human value systems, Vietnamese family value systems nationwide through norm sets;
(2) Strive for 100% of provincial-level administrative units to have all 03 types of provincial-level cultural facilities (Cultural Center or Cultural - Sports Center, Museum, Library); 80% of district-level administrative units to have a standard Cultural - Sports Center; ensure effective operation of grassroots-level cultural facilities at commune and village levels;
(3) Strive to complete the restoration and embellishment of 95% of specially recognized national monuments (about 120 monuments) and 70% of national monuments (about 2,500 monuments);
(4) Aim for cultural industries to contribute 7% to the national GDP;
(5) Strive for 100% of cultural and artistic units to be digitized, participate in digital transformation, apply achievements of the Fourth Industrial Revolution;
(6) Ensure that 100% of students, trainees, and students in the national education system access and participate in art education activities, cultural heritage education;
(7) 90% of talented artists, civil servants, and public employees in the field of culture, arts trained, fostered, and professionally developed;
(8) Support the creation, publication, and promotion of excellent, high-quality literary and artistic works, films, literary and artistic theory and criticism projects;
(9) Annually, hold at least 05 major international events on culture and art abroad with Vietnam's official participation.
By 2035, achieve the following 09 specific goals:
(1) Strive for 100% of localities to incorporate ethics education, lifestyle, new-era family value systems into genealogy agreements, community, village regulations, and effectively support implementation;
(2) 100% of libraries within the library network meet establishment and operational conditions as stipulated by the Library Law;
(3) Strive to complete the restoration and embellishment of 100% of specially recognized national monuments and at least 80% of national monuments;
(4) Aim for cultural industries to contribute 8% to the national GDP;
(5) Complete the national Digital Library, build smart libraries, expand connection, integrate data with libraries within the Vietnam and international library network;
(6) 85% of educational institutions nationwide to have sufficient classroom systems for Music, Art, and Arts subjects;
(7) Ensure 100% of talented artists, civil servants, public employees in the field of culture, arts receive access, training, fostering, and professional development;
(8) Annually, produce from 10 - 15 national-level cultural, artistic works and projects on national history, revolution struggle history, and the nation's renewal process;
(9) Annually, hold at least 06 major international events on culture and art abroad with Vietnam's official participation.
