Regarding this issue, LawNet would like to answer as follows:
On September 25, 2023, the Prime Minister issued Decision 1121/QD-TTg approving the National Strategy on drug resistance prevention and control in Vietnam for the period 2023 - 2030, with a vision to 2045.
Specifically, the Prime Minister of Vietnam has set Objectives and targets for the National Strategy on drug resistance prevention and control in Vietnam for the period 2023–2030, as follows:
(1) General Objective
Slow down the progression of drug resistance and prevent and control the spread of drug-resistant microorganisms and infectious diseases; at the same time, ensure the continuous availability of antimicrobials and appropriate use of antimicrobials to effectively treat infectious diseases in humans and animals, contributing to protecting, caring for, and improving human and animal health, protecting the environment, and developing the country's economy and society.
(2) Specific Objectives and targets until 2030
* Objective 1: Raise awareness of local authorities and understanding of medical staff, veterinarians and people about drug resistance prevention and control.
- Target 1: Percentage of provinces and centrally run cities with plans to prevent and combat drug resistance for the period 2023–2030, approved by the Provincial People's Committee and allocated budget to achieve 100% implementation by 2025, maintained until 2030.
- Target 2: The rate of correct knowledge about drug resistance prevention and control in adults and mothers will reach at least 50% by 2025 and 60% by 2030, and in medical and veterinary staff, it will reach at least 60% by 2025 and 70% by 2030.
* Objective 2: Strengthen the drug resistance monitoring system to promptly warn about the emergence, spread, level, and trend of drug resistance in microorganisms.
- Target 1: Regarding the national surveillance system on drug resistance in humans: in each province, at least 01 hospital will participate by 2025 and at least 02 hospitals will participate by 2030; at the central level: reaching 50% of central hospitals by 2025 and reaching 100% of central hospitals by 2030; Improve the capacity of 03 national reference laboratories on drug resistance by 2025, develop at least 03 more national reference laboratories by 2030, deploy drug resistance monitoring of microorganisms in the community by 2025, and continue to expand by 2030.
- Target 2: Regarding the national monitoring system on drug resistance in animals: Establish at least 01 reference laboratory and 03 central laboratories to participate in monitoring drug resistance in livestock and aquaculture by 2025, and expand 02 more central laboratories to participate in drug resistance monitoring in livestock and aquaculture by 2030.
- Target 3: At least 90% of officials participating in the national surveillance system on drug resistance in the health and agricultural sectors receive professional training on plant farming techniques, identification and antibiograms, and the use and management of drug resistance monitoring data.
- Target 4: A national surveillance report on drug resistance will be published annually from 2023.
* Objective 3: Reduce the spread of microorganisms and infectious diseases.
- Target 1: Percentage of hospitals setting targets and implementing plans to control the level of drug resistance of common pathogenic bacteria in hospitals; Assess compliance with good practices in infection prevention and control and biosafety: at the provincial and central levels, reach at least 40% by 2025 and 70% by 2030; at the district level, reach at least 20% by 2025 and 40% by 2030.
- Target 2: Percentage of hospitals implementing microbiological techniques to diagnose, treat, and monitor drug resistance at the provincial and central levels will reach at least 40% by 2025 and 70% by 2030; At the district level, it will reach at least 15% by 2025 and 30% by 2030.
- Target 3: Proportion of hospitals implementing proactive surveillance of infections related to medical care and implementing interventions to reduce the rate of these infections in hospitals: provincial and central levels achieved at least 50% by 2025 and 80% by 2030; district level reaches at least 20% by 2025 and 40% by 2030.
* Objective 4: Use antimicrobial drugs in humans and animals appropriately, safely, and responsibly.
- Target 1: The rate of hospitals at the district level and above implementing antibiotic use management programs will reach at least 30% by 2025 and 50% by 2030.
- Target 2: The proportion of animal medical examination and treatment facilities that comply with the antibiotic use instructions of veterinary management agencies will reach at least 10% by 2025 and 20% by 2030.
- Target 3: By 2025, establish a national monitoring system for the use and consumption of antibiotics in humans and animals and continue to expand by 2030.
