On December 20, 2008, the People's Council of Thanh Hoa Province issued Resolution 106/2008/NQ-HDND regarding the Master Plan for Economic and Social Development of Thanh Hoa Province, Vietnam by 2020.

Resolution 106/2008/NQ-HDND regarding the objectives of the Master Plan for Socio-Economic Development of Thanh Hoa Province, Vietnam are as follows:
Economic objectives:
- The average annual growth rate for the period 2011 – 2015 will reach 17 – 18% and over 19% for the period 2016 – 2020.
- Creating a fundamental and solid shift in the economic structure towards modernization, significantly reduce the proportion of agriculture, and rapidly increase the proportion of industry and services in the economy.
- The total export turnover in 2015 will reach 800 – 850 million USD and over 2 billion USD in 2020; the export growth rate will reach 19 – 20% per year.
Social objectives
- Limit the population growth rate, with the natural population growth rate in 2015 below 0.65% and around 0.5% in 2020.
- Maintain and firmly consolidate the achievements of compulsory secondary education; complete compulsory high school education before 2020; increase the rate of trained workers to 45% in 2015 and 55 – 60% in 2020.
- Create jobs for approximately 50,000 workers per year. Reduce the urban unemployment rate from 4% in 2010 to below 3% in 2020; reduce the rural underemployment rate from 6.5% in 2010 to 5% in 2015 and below 3.5% in 2020.
- Reduce the poverty rate (according to current standards) annually by 3 – 5%.
- Complete the healthcare network from the province to villages and communes; strive for 100% of commune health stations to have doctors before 2015; reduce the malnutrition rate among children under 5 years old to 18 – 20% in 2015 and below 10% in 2020.
Environmental Protection objectives
- Increase the forest coverage rate to 53 – 54% in 2015 and over 60% in 2020. Protect underground water, surface water, marine, and coastal environments.
- By 2015, all urban areas will have centralized waste collection and treatment facilities;
- By 2015, all households in urban areas will have access to clean water, and 90% of households in rural areas will have access to hygienic drinking water, reaching 100% by 2020.
National Defense and Security objectives: Ensure national defense and security, maintain border sovereignty, political stability, and curb the increase in crime and social evils.
