Regarding this issue, LawNet would like to answer as follows:

On August 22, 2023, the Prime Minister issued Decision 979/QD-TTg approving the master plan on the development of the inland port system in the period of 2021–2030, with a vision to 2050.

Specifically, the Objective of developing the inland port system in the period of 2021–2030 with a vision to 2050 is stated in Decision 979/QD-TTg as follows:

* Overall objectives:

Step by step, form and develop a system of inland ports nationwide to meet the needs of importing and exporting goods, increasing the cargo handling capacity of seaports; organize container transportation in a reasonable way in order to reduce transportation costs and storage time at seaports, ensuring cargo safety; contribute to reducing traffic congestion and protecting the environment, especially in big cities and areas with large seaports.

Develop the inland port system to become the focal point for organizing transportation, transshipment, and distribution of goods, combined with the provision of logistics services.

* Detail Objective:

- By 2030: Develop a system of inland ports capable of handling about 25% to 35% of the demand for import and export container transport along the transport corridors. Forming inland ports and clusters of inland ports with a total capacity of about 11.9 million TEU/year to 17.1 million TEU/year.

In which, the Northern region includes inland ports and clusters of inland ports with a capacity of about 4.29 million TEU/year to 6.2 million Teu/year; the Central - Central Highlands region has inland ports and clusters of inland ports with a capacity of between 0.9 million TEU/year and 1.4 million TEU/year; In the Southern region, there are inland ports and clusters of inland ports with a capacity of about 6.8 million TEU/year to 9.5 million TEU/year.

- Orientation to 2050: Developing the inland port system to become the focal point for organizing transportation, transshipment, and distribution of goods, combined with providing logistics services, capable of passing about 30%–35% of the demand for import and export container transport goods along the transport corridors and at the same time meeting the demand for logistics services in the localities.

To complete mechanisms and policies for inland ports in Vietnam

The Prime Minister has proposed solutions on mechanisms and policies to implement the master plan on the development of the inland port system for the period of 2021–2030, with a vision to 2050, as follows:

- Complete mechanisms and policies on inland ports in order to encourage and create favorable conditions for enterprises of all economic sectors to participate in the investment, construction, and management of inland ports in various forms.
according to the regulations of the Law.

- Promulgate regulations on inland port statistics, including statistical indicators and statistical regimes related to investment in construction and management of inland port operations, in combination with building a database system on inland ports to ensure scientific, unified, and timely service for specialized state management and to meet the information use needs of organizations and individuals according to regulations and requirements of international integration. economic.

- Complete relevant legal provisions to facilitate multimodal transport of goods to and from the inland port.

- Review and adjust relevant provisions of the law on dykes in order to make the most of the use of shoreline and riverbank resources to develop inland port infrastructure associated with inland waterways connecting to seaports, reducing the load on the road transport system.
