Objectives and roadmap for the development of the semiconductor industry in Vietnam until 2050

On September 21, 2024, the Prime Minister of the Government of Vietnam issued Decision 1018/QD-TTg on the strategy for the development of Vietnamese semiconductor industry until 2030 with a vision towards 2050.

Vietnam aims to develop its semiconductor industry by 2050 according to a roadmap divided into three phases:

Phase 1 (2024 - 2030): Capitalize on geopolitical advantages and human resources in the semiconductor industry, selectively attract FDI, develop into one of the global centers for semiconductor human resources, and establish basic capabilities in all stages from research, design, manufacturing, packaging, to testing in the semiconductor industry.

Phase 2 (2030 - 2040): Become one of the global centers for the semiconductor and electronics industries; develop the semiconductor and electronics industries combining self-reliance and FDI.

Phase 3 (2040 - 2050): Become a leading nation in the semiconductor and electronics industries globally; master research and development in the semiconductor and electronics sectors.

Additionally, specific objectives and development roadmaps for Vietnamese semiconductor industry by 2050 have been outlined as follows:

(1) Phase 1 (2024 - 2030):

- Selectively attract FDI, establish at least 100 design companies, 1 small-scale semiconductor chip manufacturing plant, and 10 packaging and testing plants for semiconductor products; develop specialized semiconductor products in specific sectors.

- The revenue scale of the semiconductor industry in Vietnam to reach over 25 billion USD per year, with added value within Vietnam reaching from 10 - 15%; the revenue of the electronics industry in Vietnam to reach over 225 billion USD per year, with added value within Vietnam reaching from 10 - 15%.

- The scale of the workforce in Vietnamese semiconductor industry to exceed 50,000 engineers and graduates with appropriate structure and numbers to meet development needs.

(2) Phase 2 (2030 - 2040):

- Develop the semiconductor industry combining self-reliance and FDI, establish at least 200 design companies, 2 semiconductor chip manufacturing plants, 15 packaging, and testing plants for semiconductor products, gradually achieving technology independence in designing and producing specialized semiconductor products.

- The revenue scale of the semiconductor industry in Vietnam to reach over 50 billion USD per year, with added value within Vietnam reaching from 15 - 20%; the revenue of the electronics industry in Vietnam to reach over 485 billion USD per year, with added value within Vietnam reaching from 15 - 20%.

- The scale of the workforce in Vietnamese semiconductor industry to exceed 100,000 engineers and graduates with appropriate structure and numbers to meet development needs.

(3) Phase 3 (2040 - 2050):

- Establish at least 300 design companies, 3 semiconductor chip manufacturing plants, 20 packaging and testing plants for semiconductor products, mastering research and development in the semiconductor field.

- The revenue scale of the semiconductor industry in Vietnam to reach over 100 billion USD per year, with added value within Vietnam reaching from 20 - 25%; the revenue of the electronics industry in Vietnam to reach over 1.045 trillion USD per year, with added value within Vietnam reaching from 20 - 25%.

- The scale of the workforce in Vietnamese semiconductor industry to be appropriately structured and sized to meet development needs.

- Complete Vietnam’s self-sufficient semiconductor industry ecosystem, capable of leading in certain stages and segments of the production chain.
