Below is the number and structure of members of the Board of Management in public service providers in the education sector in Vietnam from March 25, 2025.

On February 7, 2025, the Minister of Education and Training of Vietnam issued Circular 03/2025/TT-BGDDT guiding the Board of Management in public service providers within the fields of education and training.
According to Article 4 of Circular 03/2025/TT-BGDDT, the regulations on the quantity and composition of the members of the Board of Management are as follows:
(1) The number of members of the Board of Management must be odd, with a quantity as prescribed in Clause 4, Article 7 of Decree 120/2020/ND-CP, which includes a Chairman, Vice Chairman (if any), Secretary, and other members of the Board of Management. The Chairman, Vice Chairman (if any), Secretary, and other members of the Board of Management are appointed by the head of the competent authority that approves the autonomy scheme of the public service provider:
Article 7. Board of Management

The Board of Management consists of 5 to 11 members; the Chairman and other members of the Board of Management are appointed by the head of the competent authority that approves the autonomy scheme of the public service provider. The term of a Board of Management member shall not exceed 5 years. The structure and number of members of the Board of Management in public service providers under the sector, field are implemented according to specialized legal regulations and guidelines of the managing ministry.
Representatives of the superior management agency of the public service provider in the Board of Management include representatives of the ministry, ministerial-level agencies, agencies under the Government of Vietnam, organizations established by the Government of Vietnam, the Prime Minister of the Government of Vietnam, which are not public service providers, Provincial People's Committees, and the directly superior management agency (if any); working under a part-time policy.
(2) Composition of the members of the Board of Management
- Representative of the state management agency on education (if any);
- Representative of the superior management agency of the public service provider according to Clause 4, Article 7 of Decree 120/2020/ND-CP;
- Representative of the leadership of the public service provider with a Board of Management (this leadership includes the head, deputy head of the public service provider);
- Representative of public employees, employees of the public service provider with a Board of Management;
- Representatives of experts, managers knowledgeable about issues related to the functions, tasks, powers of the public service provider.
(3) The specific quantity and composition of the members of the Board of Management are decided by the head of the competent authority that approves the autonomy scheme of the public service provider according to the provisions in clause (1).
- The Board of Management operates under the operational regulations approved by the competent authority that establishes the Board of Management. The operational regulations of the Board of Management include the following main content:
+ General provisions;
+ Functions, tasks, powers of the Board of Management;
+ Quantity, organizational structure of the Board of Management;
+ Tasks, powers, term of the Chairman, Vice Chairman (if any), Secretary, and members of the Board of Management; standards, conditions for appointment, dismissal of the Chairman, Vice Chairman (if any), Secretary, and members of the Board of Management;
+ Principles, policies of the Board of Management's operations;
+ The working relationship between the Board of Management with the head of the public service provider and the superior management agency; the working relationship with other agencies, organizations, individuals (if any);
+ Working conditions and operating budget of the Board of Management according to legal regulations.
- In case it is necessary to amend, supplement the operational regulations, the Board of Management approves the Board of Management's operational regulations, sends it to the appraisal agency for submission to the competent authority that establishes the Board of Management for approval according to Clause 7, Article 7 of Decree 120/2020/ND-CP.
